Fighting for Americans' Constitutional Right to Privacy
I introduced the Protect Liberty and End Warrantless Surveillance Act of 2026, legislation to reform the Foreign Intelligence Surveillance Act (FISA) and restore strong constitutional protections for Americans’ privacy.
I have been a leading voice on FISA reform throughout my time in Congress. My new legislation:
- Requires warrants before querying Americans’ communications collected under FISA Section 702.
- Prohibits federal agencies from purchasing Americans’ personal data—including location information and online activity—from commercial data brokers without legal authorization.
- Strengthens transparency and oversight in the FISA Court, including expanded use of amici curiae to represent civil liberties concerns.
- Clarifies that FISA must be the exclusive legal process for obtaining Americans’ communications records for foreign intelligence purposes.
For too long, the federal government has used loopholes in surveillance law to sidestep the Constitution and spy on Americans without a warrant. The Fourth Amendment is clear: the government must obtain a warrant before searching Americans’ communications or personal data.
My legislation restores that fundamental protection and ensures that federal agencies cannot evade constitutional limits by buying Americans’ private information from data brokers.
National security and civil liberties are not mutually exclusive. We can give our intelligence professionals the tools they need to target foreign threats while ensuring that Americans are not subjected to unconstitutional surveillance. This bill restores that balance.
“The Protect Liberty and End Warrantless Surveillance Act reins in the surveillance state by implementing fair warrant requirements, reversing provisions which allow government agencies unfettered access to spy on houses of worship, and providing overdue reforms to FISA Court proceedings long weaponized against the American people. We believe it is possible to safeguard our national security while protecting Americans’ civil liberties against the dragnet of mass domestic surveillance. We are thankful for the introduction of this bill and look forward to its enactment," said Brent Gardner, Chief Government Affairs Officer at Americans for Prosperity.
“Section 702 has been allowed to operate without the critical safeguards Americans deserve, and the result has been rampant and repeated instances of warrantless searches that violate the Fourth Amendment. Protecting the country does not require sacrificing our fundamental rights. We can do both, and The Protect Liberty and End Warrantless Surveillance Act proves it. PLEWSA contains the tough, necessary reforms to rein in government overreach. I thank Representative Biggs for his leadership and look forward to working with him, the Judiciary Committee, and Congress to secure the meaningful Section 702 reforms this moment demands,” said James Czerniawski, head of Emerging Technology Policy at the Consumer Choice Center.
"The Protect Liberty and End Warrantless Surveillance Act represents critical step towards finally reining in mass warrantless surveillance of Americans. By finally requiring a warrant for US person searches under Section 702 and putting an end to the government's attempts to buy its way around the Fourth Amendment, this legislation would bring surveillance law back within constitutional bounds. Congress should not reauthorize Section 702 without these fundamental reforms," said Kia Hamadanchy, Senior Policy Counsel at Americans for Civil Liberties Union.
“Any lawmaker that genuinely cares about surveillance abuse, weaponization, and ‘lawfare’ will support reforms to rein in this warrantless surveillance power. The Protect Liberty Act includes the bold FISA reforms we need. It builds strong guardrails against surveillance misconduct, and has been meticulously crafted to protect national security. With just 6 weeks until FISA 702 expires, Congress should take up reform legislation quickly. Trying to shrink away from this issue with a ‘clean’ FISA reauthorization would be a dereliction of duty,” said Jake Laperruque, Deputy Director of CDT’s Security and Surveillance Project.

Supporting President Trump's Efforts to Confront Iranian Threats
I attended a classified, Congressional-only briefing hosted by the Trump Administration to discuss the recent bombing of Iran by United States forces. The information I received in the private meeting is what ultimately led me to voting against H.Con.Res.38, a resolution that, if passed, would have forced the President to remove United States Armed Forces from hostilities in the Islamic Republic of Iran.
I strongly support Congress exercising its constitutional role on matters of war and peace, but the resolution addressed a situation that does not exist. President Trump’s targeted actions to neutralize threats from the Iranian regime fall squarely within his Article II authority as Commander in Chief and within the parameters of the War Powers Act of 1973.
The President’s actions were limited and strategic, consistent with longstanding precedent used by both Republican and Democrat administrations. Targeted military operations aimed at protecting American personnel and preventing Iran from advancing toward nuclear capability do not constitute open-ended war.
Secretary Hegseth clarified the three-point mission: protect American lives, dismantle the regime’s ability to threaten the region, and ensure Iran never obtains a nuclear weapon. Strength and clarity deter conflict, weakness invites it. I will always support the constitutional balance of powers, but I will also support a President who is acting lawfully and within his constitutional authority to decisively keep Americans safe.

House Oversight Committee Hearing on Minnesota Fraud with Governor Walz and AG Ellison
I participated in the House Oversight Committee’s hearing titled “Oversight Fraud and Misuse of Federal Funds in Minnesota: Part II.” During the hearing, I questioned and exposed Minnesota Attorney General Keith Ellison for his involvement with Feeding our Future, a Somali-based non-profit known for its fraud schemes. I played an audio recording of a meeting Ellison had with the organization, pointing out that at the conclusion of the meeting, Ellison accepted $10 million in political campaign contributions from the group.
During the 119th Congress, the Oversight Committee has investigated an estimated $9 billion in taxpayer funds meant to feed children, provide housing for low-income and disabled Americans, and deliver critical healthcare to the vulnerable. It’s outrageous that these funds instead flowed into the pockets of corrupt individuals seeking nothing more than profiting off the government. I have been one of the most outspoken advocates in Congress for exposing fraud, serving as a vocal proponent of President Trump’s Department of Government Efficiency (DOGE).
After this week’s hearing, it is clear that Governor Tim Walz and Attorney General Keith Ellison have known about the fraud in their social service programs for years. After stealing billions of dollars from the American people–money that should have gone to caring for Americans in need–Walz and Ellison engaged in a years-long cover-up to hide their criminal actions. Their denial and distortion of their involvement is an unacceptable act of great deception against the American people. I will not stop fighting until all the fraud is made public and those involved are held accountable. Click the image below to watch my remarks during the hearing:

Oversight of Department of Homeland Security
The House Judiciary Committee held a hearing titled “Oversight of the Department of Homeland Security.” I asked Homeland Security Secretary Kristi Noem about sanctuary jurisdictions, which limit ICE directives at the state and local levels, opening the door to murders, rapists, and gang members in our communities.
This isn’t a policy dispute–it’s a public safety failure championed by the Left.

Secretary Noem inherited the worst border crisis in U.S. history and took meaningful steps to secure it and restore our sovereignty. I appreciate her service to our country and look forward to working with Markwayne Mullin as he takes on this new role.
Clinton Deposition Video Released
Last week, after seven months of stonewalling, Bill and Hillary Clinton were deposed in the House Oversight Committee’s Epstein investigation. When Congress issues a lawful subpoena, every witness—no matter how prominent—has a responsibility to cooperate fully and truthfully.
Unfortunately, the testimony the committee received from Bill and Hillary Clinton fell short. President Clinton’s responses under questioning exposed the selective narrative Democrats have tried to push for years. Meanwhile, Secretary Clinton claimed she had no knowledge of Epstein’s criminal activity—despite records and reporting that raise serious questions about that assertion. At the same time, her team reportedly insisted on special production demands, including “beauty lighting” and a custom background for the deposition.
Congressional oversight is not a stage production, and subpoenas are not optional suggestions. The American people demand accountability from their leaders and public figures, not special treatment.
No one is above the law, not even the Clintons. I will continue pushing for transparency and accountability until the full truth about Epstein and those connected to him is brought to light.

National Slam the Scam Day
Yesterday was National Slam the Scam Day, a time dedicated to raising awareness of, and preventing, government imposter scams. Each year, thousands of Americans fall victim to coordinated fraud schemes, sometimes costing them millions of dollars.

Meeting with Arizona Credit Unions
My office was pleased to meet with Arizona Credit Unions and the GOWest Credit Union Association.
We discussed the need to modernize federal laws governing credit unions and credit unions’ efforts to fight fraud and assist first-time homebuyers.

Meeting with Grand Canyon River Outfitters
It was great to meet with members of the Grand Canyon River Outfitters, a group of companies under the National Park Service that serves as a professional guide for Grand Canyon river trips.

Veterans Affinity Event
My Veterans Affairs representative attended a Veterans Affinity meeting, a group that assists elderly veterans with receiving care and benefits.
My team spoke about our upcoming Drop Zone event (details to come) and celebrated the female veterans in attendance as part of a Women’s History Month celebration.

Military Service Academy Conference
I will be hosting a Military Service Academy Conference Saturday, March 21st, from 10:00 am to 12:00 pm at Ben Franklin High School.
Liaisons from local ROTC programs as well as the U.S. Military, Naval, Air Force, Merchant Marine, and Coast Guard Academies will discuss military service and career opportunities. My staff will be on-site to discuss the application and nomination process.
