Targeting International Cybercrime Rings

Cybercrime is no longer just petty theft. Americans lost $16 billion to cybercriminals in 2024, with nearly $5 billion stolen from seniors alone. These are not isolated scams. They are part of international criminal syndicates, often backed by foreign governments like North Korea or Myanmar.
Many of these groups operate scam farms where trafficked victims are enslaved and forced to carry out online fraud. These operations target Americans through fake utility portals, impersonated government sites, and ransomware.
To fight back, I introduced the Cybercrime Marque and Reprisal Authorization Act of 2025. This bill would empower the federal government to authorize white hat hackers to disrupt cybercriminal organizations and help recover stolen funds.
This legislation is about restoring justice, protecting American families, and confronting modern piracy with modern tools.
