A Weekly Note from Rep. Ciscomani.
We spent the week back in AZ-06 for a district work week, delivering my first State of the District addresses in Cochise County and Graham County which included visiting N-Drip and seeing their irrigation technology, and meeting with the health care professionals and touring Mount Graham Regional Medical Center. We covered over 350 miles of ground across #AZ06, meeting with constituents and hearing directly from them about their top issues in the district.

State of the District: Cochise County.
I had the pleasure of speaking in Sierra Vista last week to deliver my inaugural State of the District address. It’s always great to look back on the district’s achievements and successes. Like many rural Arizonans, I hear from local officials, stakeholders, and constituents who feel often overlooked by the federal government. As your Representative, I am determined to change that. I used my position on the House Appropriations Committee to secure $4.6 million for two projects in Cochise County that will expand access to healthcare and enhance our transportation infrastructure!
I am also proud to represent Cochise County’s large veteran population as well as Fort Huachuca, a critical installation for both our economy and our national security. Back in Washington, I look forward to supporting this year’s National Defense Authorization Act (NDAA), which will provide critical resources to our troops and their families, like a pay raise, additional family housing, and improved benefits.
Since day one in office, I’ve heard your concerns and been a strong voice for Cochise County; I have no doubt that you all will continue to be incredible friends, partners, and advocates for southern Arizona alongside me. State of the District: Graham County.
I joined the State of Economic Development in Graham County to deliver my second State of the District update. Arizonans send their tax dollars to Washington with the expectation that their money will be used to better their community, and I am committed to ensuring Graham County sees that money returned. Bolstering the economy here bleeds into all aspects of life: public safety, infrastructure, & more. That is why I worked closely with County Supervisor John Howard and other local leaders to use my position in the Appropriations Committee and secured $3.3 million in funding for Graham County!
Of this funding, $2 million will be used for a new, much-needed fire station for the town of Pima while $1.3 million will go to revitalize the Gila River Linear Park and trail, a new outdoor recreational area stretching between Safford and Thatcher. This funding will break new ground on the location, set to be the area’s flagship recreational activity. Speaking with constituents in AZ-06 remains a top priority of mine and I heard from many of you about the important work being done on the local level to advance this community and county. N-Drip Irrigation.
I toured a cotton field implementing N-Drip technology that enables sustainable farming practices. Their work aims to reduce water use for irrigation by up to 70% compared to flood irrigation. As Arizonans, we know firsthand the importance of water and the need to invest in water security and agriculture industry. N-Drips uses technology that dates back 5,000 years using no pumps and no filters. As co-chair of the Colorado River Caucus, I will continue to prioritize legislation, funding, and other efforts to further our water security. I’m proud of the work across AZ-06 to preserve our most precious resource, water.

On the Air with Mike Broomhead.
On Tuesday, I had a great discussion with Mike Broomhead on KTAR. We talked about our broken border and the steps the Biden Administration can take TODAY to fix this crisis. In April alone we had 35,000 encounters at our southern border in Arizona.
We also discussed the trade, tourism, and commerce that flows across our border – crucial to the economies of communities in southern Arizona. I serve on both the U.S.-Mexico Inter-parliamentary group and the Task Force to Combat Mexican Drug Cartels, where I help facilitate conversations with our southern neighbors, law enforcement, and other border-focused partners to find solutions. Additionally, among the 25 bills I’ve introduced, four of my bills are aimed at securing our border.

Touring Mount Graham Regional Medical Center.
Last week, I joined Mount Graham Regional Medical Center for a visit of their facility in Safford. With over 540 employees, they have been serving eastern Arizona for 50 years as a community-owned, non-profit, critical access hospital. They were also recently recognized as a 4-Star Excellence in Inpatient Services for Overall Quality of Care!
Our district has some of the most dedicated, compassionate health care providers in the country, including those at Mount Graham Regional Medical Center. Far too often, rural Arizonans struggle with access to local health care services, which is why I have worked across the aisle to tackle workforce struggles and other challenges in the industry, like H.R. 6078, the GROWTH Act. Conversations with frontline health workers provide me with important details on how I can support them in Congress. Their work is truly saving lives and I was grateful to learn more about their priorities.

Serving AZ-06.
One of my favorite things to do is recognize the accomplishments of my constituents with Congressional records or certificates, from Pima JTED graduates to hardworking folks at the Tucson Passport Center. If you know someone deserving of this commendation, reach out to my office here!

The 4.2 miles in Safford was estimated to cost $2.62 million in 2022, while the 3.2 miles in Thatcher would cost about $1.74 million. Graham County has committed about $200,000 to the project, and another $1.3 million is coming from a federal allocation secured by U.S. Rep. Juan Ciscomani, R-Ariz.

Profiles of the American Dream: Hugo Frausto
"Hugo is passionate about helping other Veterans get the treatment they deserve.” That’s the last line of Hugo Frausto’s bio on the Healing Arizona Veterans webpage and it says a lot about his priorities.
As the board chair of the all-volunteer non-profit, Hugo helps guide the organization’s effort to help veterans suffering from traumatic brain injuries and PTSD. And he knows from his own experience just how essential that help can be.
“It’s been life changing for me,” he says.
Born in Mexico, Hugo came to the States when he was about a year old. His dad worked as a cook, his mom a fast-food restaurant manager. He was a sophomore in high school when his world changed.
“I felt a huge sense of service after 9-11,” the 39-year-old Marine veteran says. “It lit a spark in me. Up until then I had never thought about serving in the military.”
Hugo graduated from Amphitheater High School in May of 2004. He was in boot camp five months later. Two deployments to Iraq followed and it was during second one when he became an American citizen. Hugo is married to his high school sweetheart, the father of three and a portfolio manager with Morgan Stanley.
“The American Dream is possible,” he says. “I’m living proof of that."
