A Weekly Note from Rep. Ciscomani.
Last week, Laura and I were back in D.C. for another busy week before the August district work period. From attending a joint session of Congress with Israeli Prime Minister Benjamin Netanyahu, to testifying about my bill in the House Natural Resources Committee, to giving a White House tour to the Thomas family from Sahuarita, it was a packed week.

Testifying at Natural Resources Committee.
Last Tuesday, I testified before the House Natural Resources Committee, urging my colleagues to swiftly pass my bill, the Northeastern Arizona Indian Water Rights Settlement Act (H.R. 8940). This legislation secures water rights for the Navajo Nation, the Hopi Tribe, and the Southern San Juan Paiute Tribe, provides funds to strengthen water infrastructure in the region, and establishes a homeland for the Southern San Juan Paiute Tribe. The following day, I met with leaders from the three tribes, along with stakeholders from the Arizona Department of Water Resources and Salt River Project.
This settlement marks a monumental moment for the tribes and the future of Arizona's water resources. The tireless efforts and decades of work that all parties have invested in this legislation cannot be overstated. For far too long, many tribal communities in Northern Arizona have lacked access to clean drinking water. It's time to right this wrong and ensure these families and communities have reliable water resources which are essential for thriving communities.

Maintaining a strong U.S.-Israel partnership.
Last week, Laura and I attended a joint session of Congress with Prime Minister Benjamin Netanyahu about the importance of maintaining a strong relationship between the United States and Israel. In April, we visited Israel on a Congressional delegation to hear from Israeli people, soldiers, and officials. We must stand in solidarity with Israel, support them in their time of need, and work to bring every hostage home. In Congress, I am proud to have cosponsored and voted in favor of the Israel Security Supplemental Appropriation Act (H.R. 8034) that recently became law. This emergency military funding provides much-needed assistance to Israel as they protect themselves against Iran-backed Hamas. Now more than ever, we must stand with our ally and stand against terrorism.

2024 Hero of Main Street Award.
I was honored to receive the 2024 Hero of Main Street Award from the National Retail Federation last week. This award recognizes Members of Congress for their support of the U.S. retail industry through legislative action and leadership. Retail plays a critical role in our economy, supporting more than one in four American jobs and contributing $5.3 trillion to the annual GDP, making it the nation's largest private-sector employer. As retail faces challenges such as organized crime, rising costs, and regulatory burdens, I will continue to use my position to offer support.
I take great pride in advocating for small businesses in AZ-06 and across the country. Arizona is the 4th fastest-growing state for small businesses, and I am proud to represent and champion these local enterprises in Congress. Our small businesses, many of which are locally owned by veterans, women, minorities, and generations of families, are the backbone of our economy. They drive local growth and make the American Dream a reality for many. I’m honored to be a voice for our hardworking small businesses. I will always advocate for our entrepreneurs and job creators in Congress.

Rural Arizona Electric Cooperative Champion.
Last week, I was named this year’s Arizona Rural Electric Cooperative Champion for my efforts to secure safe, reliable, and affordable electricity for rural communities in Arizona. From keeping the lights on in our homes to powering medical facilities, having consistent access to electricity is critical to the economic well-being and quality of life of rural communities. Electric cooperatives are the bedrock of the rural power network, serving over 500,000 rural Arizonans in 12 of the state’s 15 counties. In Congress, I will always push for policies, funding, and other efforts that expand and secure access to reliable electricity.

Graphite One Group & Lucid Motors.
Lucid Motors is expanding its manufacturing to build the vehicles of the future, and Arizona is at the forefront of this innovation. I was grateful to speak at the Lucid Supply Chain Milestone Announcement, marking their partnership with the Graphite One Group.
Lucid Motors' new 3 million square foot facility in Casa Grande, situated on a 500-acre property, will be the first greenfield EV factory in North America. This expansion will produce over 10,000 electric vehicles annually and create thousands of jobs, solidifying Arizona's position at the cutting edge of the electric vehicle industry. As Arizona emerges as a key hub for major companies like Lucid Motors, I’ll continue to work alongside local leaders and business stakeholders to make our state the best to do business in; for example, in last year’s appropriations process, I secured $3.7 million for the Thorton Road Widening project in Casa Grande, a critical road for employees at Lucid, Walmart, and other businesses that operate in the area.

Tribal leaders advocate for historic water rights settlement in DC

The Northeastern Arizona Indian Water Rights Settlement Act of 2024, introduced by Republican Congressman Juan Ciscomani, so far has gained bipartisan support from lawmakers like Democratic Congressman Raul Grijalva and Republican Congressman David Schweikert. The bill would fund the construction of a $1.75 billion pipeline to divert Colorado River water to communities in need. Outstanding Achievements

Congressman Juan Ciscomani says that he and his colleagues on the House Appropriations Committee recently met to consider the Fiscal Year 2025 funding package for Transportation, Housing and Urban Development. The bill provides funding to strengthen our nation’s critical infrastructure, enhance highway, railway, and aviation safety, and maintain much-needed housing assistance programs.

Attention AZ-06 veterans.
Our district is proudly home to over 70,000 veterans, and the men and women who served represent the very best of our country. It’s so important that our country hears, remembers, and honors their stories for generations to come.
My office has partnered with the Library of Congress on the Veterans History Project, aiming to collect and record stories of our veterans to preserve throughout history. The goal of the project is to allow future Americans to hear directly from veterans and better understand what they saw, did, and felt during their service to our country. Veterans from across the district of all ranks and branches, as well as Gold Star Families, are invited to participate. Find out more information here!

Last week, my team set up a tour of the White House for the Thomas family from Sahuarita. It was great to see how much Juan and his team cared about our experience. We felt like VIPs, and everyone was very patient with us.” said Erin Thomas.

Profiles of the American Dream: Major General Julius Parker Jr.
This week we honor the life and legacy of Major General Julius Parker Jr., a patriot and a pioneer who personifies the American Dream.
Julius passed away in April at age 89 and a celebration of his accomplishments was held recently at Fort Huachuca, the Army post where he may have had his greatest impact.
When he retired from serving our country in 1990, Julius was the highest ranking African American Military Intelligence Branch Officer in the history of the Army. His 33-year career in uniform took him around the world – Europe, Korea, Vietnam – and culminated as the commanding general of the Fort’s renowned United States Army Intelligence Center and School.
Julius was instrumental in shaping modern military intelligence and it was under his watch that technology assumed an increased role in its mission. Julius even coined the motto that symbolizes where military intelligence needs to be in defending our nation: “Always Out Front.”
After leaving the Army, Julius served as a vice president at the University of Arizona and became the owner of a nonprofit organization dedicated to providing employment to individuals with severe disabilities.
In 1980, when Julius made brigadier general, he modestly told his hometown paper in Texas that his rise through the ranks was “a success story of some sort.” But, he added, “it only happens because of the people who work for you and make you look good. The higher you go, the more dependent you are on someone else to get the job done right.”
