A Weekly Note From Rep. Ciscomani.
It was a productive week back in Washington before we went home for the October District Work Period. From meeting with constituents, to discussing priorities for our district with stakeholders, and voting to fund the government and avoid a shutdown, it was a busy week!

AZ Cotton Growers & AZ Farm Bureau.
I met with the Arizona Cotton Growers Association and the Arizona Farm Bureau to discuss the critical need to pass the Farm Bill. Arizona’s agricultural industry contributes $23.3 billion to our state’s economy each year, with the cotton industry alone bringing in hundreds of millions of dollars annually. The Farm Bill, a legislative package that needs to be reauthorized every five years, provides essential support for farmers and ranchers and supplies more than 9 billion meals annually through nutrition programs, ensuring that the most vulnerable among us have access to healthy, reliable, and affordable food. Our farmers and ranchers have been patient, we must pass the Farm Bill. This is why I joined 140 of my colleagues in a letter to House Leadership urging quick passage of a bipartisan farm bill.

Supporting Firefighters.
I recently cosponsored a crucial bill to support our brave federal firefighters, The Federal Firefighter Pay Equity Act (H.R. 1235). This bill ensures that federal firefighters overtime work is fairly counted towards their retirement benefits and sets a reasonable cap on work hours to prevent burnout. This legislation also aims to improve pay equality between federal firefighters and their municipal counterparts. Our firefighters risk their lives daily, and it’s time we give them the support they deserve.

National Head Start On the Hill Rally.
As a dad of six, I understand firsthand the critical need to expand access to childhood development and care programs. I was so proud to attend the Head Start on the Hill rally to hear from members, parents, educators, and more about the value of Head Start programs. With nearly 500 locations across Arizona, and thousands across the United States, these programs are vital to the well-being of our families and children. In Congress and as a member of the House Appropriations Subcommittee on Labor, Health and Human Services, and Education, I will continue to push for legislation, funding, and other efforts to promote and expand access to Head Start.

Condemning Afghanistan Withdrawal.
The botched withdrawal from Afghanistan was a colossal failure by the Biden-Harris administration that resulted in the loss of 13 American servicemembers—a tragedy that must not be repeated. It is unacceptable that, three years later, no one from the administration has been held accountable for this failure. The repercussions of this withdrawal are still felt today – the Taliban took power in Afghanistan and billions of dollars of weaponry and equipment were left behind. I voted in favor of H. Res. 1469 to ensure accountability for those responsible; our servicemembers deserve better, and I will continue to work and advocate for them in Congress.

Funding the Government.
As a member of the House Appropriations Committee, my priority is to find practical solutions for our district. A government shutdown negatively impacts our constituents, disrupts essential services like the Department of Veterans Affairs, and puts federal employees—including Armed Forces members and postal workers—at risk of furloughs or delayed pay. That’s why I supported the continuing resolution last week to keep our federal government funded through December 20, 2025. While a CR is never ideal, it ensures the government remains operational and shields the American people from the consequences of Washington's dysfunction. We still have considerable work to do on the budget as the year comes to a close, and I am committed to working diligently toward a long-term solution that benefits us all.

Meeting Major General Jacqueline McPhail.
I recently had the honor of meeting with Major General Jacqueline McPhail, the newly appointed Commanding General of U.S. Army Network Enterprise Technology at Fort Huachuca to discuss her priorities, including the operation and defense of the network, network modernization, and the operationalization of the Cyber Mission Forces. Fort Huachuca has a rich history, proudly serving as a cornerstone of Southern Arizona since the late 1870s, when it was originally established as Camp Huachuca. Over the years, it has evolved into a critical hub for military intelligence and cybersecurity operations. The installation’s enduring legacy and its contributions to national security are a testament to the dedication and resilience of the men and women who serve there. As a community, we are incredibly fortunate to have Fort Huachuca in our midst, and I am committed to continuing my support for this vital installation. I look forward to working closely with Major General McPhail and her team to ensure that Fort Huachuca remains at the forefront of technological advancements and cyber defense. Together, we can build on its strong past and pave the way for a secure and innovative future.

Hispanic Heritage Month.
The Hispanic community is an integral part of America’s fabric. Many Hispanics have come to the U.S. in pursuit of the American Dream and embody the hopes and possibilities this nation offers. Hispanic Heritage Month is a time to celebrate and honor all the many contributions that the Hispanic community brings to America. This Hispanic Heritage Month, I was extremely proud to recognize this celebration with a speech on the Floor of the House of Representatives and cosponsoring two different resolutions highlighting the contributions of the Hispanic community. I cosponsored H.Res. 1480, which celebrates Hispanic Restaurant Week and the contributions of Hispanic restaurant owners and employees to the restaurant industry, and H.Res. 1447, which designates the week beginning on September 9, 2024, as “National Hispanic-Serving Institutions Week.” These efforts underscore my commitment to recognizing and supporting the invaluable contributions of the Hispanic community to our nation.

Profiles of the American Dream.
This week we shine our American Dream spotlight on Brad Anderson, the outgoing president and CEO of the Greater Vail Area Chamber of Commerce.
Brad’s been a passionate advocate for the fast-growing community perched on the southeastern edge of the Tucson metro region. Over the past four years, he never missed an opportunity to sing Vail’s praises – its businesses, its restaurants and especially its people.
Brad knew that Vail’s greatest selling point may be its small-town feel. As he wrote recently in The Vail Voice, “We live in a unique area. When we go into a local store, business, or restaurant, we will probably see someone we know. There is a good chance the owner, server or employee will know us as well.”
We wish Brad well as he leaves the Chamber, and thank him for being a tireless champion of the American Dream.
