House Passed H.R. 1, the One Big Beautiful Bill.
Last week, the House passed H.R. 1, the “One Big Beautiful Bill” Act, and on July 4th, the President signed it into law. Here is my statement:
The following are key provisions of the “One Big Beautiful Bill” Act: On Tax Cuts
H.R. 1 delivers the largest middle- and working-class tax cut in U.S. history by extending the 2017 Tax Cuts and Jobs Act. If the 2017 Tax Cuts were left to expire:
- The average taxpayer in AZ-06 would see a 24% tax hike
- A family of 4 making $73,464, the median income in AZ-06, would see a $1,480 tax increase
- 80,270 AZ-06 families would see their household’s child tax credits cut in half
- 89% of AZ-06 taxpayers would see their Guaranteed Deduction slashed in half
- 81,320 small businesses in AZ-06 would be hit with a 43.4% tax rate if the 199A Small Business Deduction expires
- 8,216 AZ-06 taxpayers would be impacted by the return of the Alternative Minimum Tax
- 1,545 family-owned farms in AZ-06 would have their Death Tax Exemption slashed in half next year
The bill also provides additional tax relief to American families, seniors, small businesses, and workers through:
- No tax on tips
- No tax on overtime
- No tax on car loan interests for American made cars
- Ensuring 88% of all seniors who receive Social Security will pay NO TAX on their Social Security benefits
- Repealing the unpopular 1099-K reporting requirement that all Venmo, PayPal, and gig transactions over $600 be reported to the IRS
- Incentivizing businesses to produce their goods in the U.S.
On Border Security
The bill makes historic investments in border security through the following provisions:
- Adds 3,000 new U.S. Border Patrol agents, 5,000 new Customs and Border Protection (CBP) Officers, and 200 new Air and Marine Operations (AMO) agents, and 290 support staff
- Allocates more than $46 billion to construct and complete the border barrier system by building 701 miles of primary wall, 900 miles of river barriers, 629 miles of secondary barriers, as well as replacing 141 miles of vehicle and pedestrian barriers
- Includes more than $6 billion to help CBP interdict more fentanyl, deploy more border-surveillance technology, enhance AMO’s surveillance capabilities, and increase CBP’s use of the biometric entry and exit system
On National Security
Additionally, the bill invests $150 billion into our national security by restoring American deterrence, revitalizing our defense industrial base, and modernizing our military through provisions like:
- Jump starting the Golden Dome initiative by investing $25 million in a layered missile defense shield.
- Provides critical resources to the Department of Defense to support securing the southern border, because border security is national security
- Investing $9 billion to improve the quality of life for our troops by increasing allowances and special pays, and to renovate aging, moldy barracks and dorms.
On Medicaid
This new legislation cracks down on fraud and abuse in Medicaid through common-sense work requirements and better eligibility checks, with no cuts to FMAP, which would have endangered the access to care for many in need. These steps help ensure that we protect Medicaid’s solvency so that it continues to serve our most vulnerable. And while there was a change regarding provider taxes, our rural and urban low-income serving hospitals will now have access to a new $50 billion hospital fund.
- Protects Medicaid for the vulnerable like single moms, the disabled, the elderly, and others
- Adds work requirements and stronger eligibility checks to root out waste, fraud, and abuse
- No cuts to FMAP or per capita caps on the expansion population

Preventing the Sale of our Public Lands.
I was pleased to see the provision to sell of millions of acres of federal lands has been removed from the “One Big Beautiful Bill”—protecting Sabino Canyon, Mount Lemmon, and Mount Graham, and other unique places in our district from being sold.

Standing with the Families of Hostages Still Held by Hamas.
Although hostilities between Israel and Iran have subsided into a ceasefire, Israel continues in their fight for the release of the 50 remaining hostages captured during Hamas’s attack on October 7, 2023. Recently, I met with Iair Horn, who endured an unimaginable 498 of physical and psychological torture in Hamas captivity without ever seeing sunlight before being freed thanks to the efforts of President Trump. Iair’s story has been nothing short of remarkable and one of survival and strength, but his family’s pain only continues: Iair’s brother, Eitan Horn, is one of the 50 hostages still held by Hamas in captivity in Gaza. I also spoke with Moshe Lavi, whose brother-in-law, Omri Miran, is among the 50 still held by Hamas. For over 20 months, both of these families and many others are living in anguish, waiting for the return of their loved ones. My heart breaks for all those waiting and my position on this matter is crystal clear: Hamas must release all remaining hostages immediately. The United States stands with our ally Israel and the innocent lives still in captivity.

Cochise County Sheriff Mark Dannels Named to Homeland Security Advisory Council.
Congratulations to Sheriff Mark Dannels of Cochise County for being selected to join President Donald Trump and Department of Homeland Security Secretary Kristi Noem’s Homeland Security Advisory Council (HSAC)!
The HSAC will provide the Secretary of Homeland Security with real-time, real-world and independent advice on homeland security operations. Sheriff Dannels’ on-the-ground insight into rural border security dynamics including firsthand experience in combatting illegal immigration and cartel activity like drug smuggling and human trafficking will make him an invaluable voice in shaping our nation’s homeland defense!

Honoring Former Representative Jim Kolbe.
Former Congressman Jim Kolbe, my predecessor, lived a life of service dedicated not only to our state but to our country as a whole. Jim was as a veteran, a public servant, a valued mentor and friend whose integrity and leadership continue to inspire me as your member of Congress. Last week, I reintroduced a bipartisan bill (H.R.4164) to honor the life and legacy of Jim by renaming the Patagonia Post Office to the Jim Kolbe Memorial Post Office in his memory. Remembering the Granite Mountain Hotshots.
Last week, we remembered the 12-year anniversary of the Yarnell Fire, one of the most tragic events in wildland firefighting history. On June 30, 2013, lightning struck in a remote area of the Weaver Mountains near Yarnell, Arizona. The fire quickly intensified due to dry conditions and shifting winds. Nineteen members of the Granite Mountain Hotshots gave everything to protect our communities while battling the flames and ultimately, they lost their lives. It remains the deadliest day for U.S. Firefighters since 9/11. Arizona will never forget their courage and sacrifice. The Yarnell Fire serves as a powerful reminder of the extreme risks wildland firefighters face.

Ciscomani reintroduces legislation to honor Kolbe by renaming Patagonia post office after him

He acknowledged that the bill is not without flaws but emphasized that it reflects priorities shared by many in his southeastern Arizona district. “H.R. 1 is not perfect — no bill ever is,” he said. “But it includes many provisions that I know my constituents... support.”

Profiles of the American Dream.
There may be no better time to salute University of Arizona baseball than the 4th of July. We are, after all, talking about our national pastime – a sport connected to all things red, white and blue long before a clever advertising copywriter back in the 1970s came up with that slogan about “baseball, hot dogs, apple pie and Chevrolet.” So, as we celebrate our nation’s birthday, let’s tip our caps to the Cats and their return this year to the Men’s College World Series in Omaha for the first time since 2021. Their dreams of going all the way came to an early end with an 8-3 loss to the Louisville Cardinals, but let’s not forget that just making it to the CWS means winning a heck of a lot of games against some pretty talented teams. Head Coach Chip Hale, a 1987 UA grad and former manager of the Arizona Diamondbacks, has led Arizona to 152 wins and four straight NCAA Tournament appearances. This year was Arizona’s 19th appearance in the CWS, tied for the seventh most in the nation. And Hale himself this year became the 21st person in NCAA history to make it to Omaha as both a player and as a coach. "These kids played until the end, they did everything they could. So I'm really proud of them,” Hale said. We are, too.
