Ciscomani said Congress has struggled to pass comprehensive immigration laws because lawmakers try to accomplish too much in one bill that they lose support.
“We'll all rather say that in the next two years or so we were able to pass one or two pieces of legislation that actually made an impact, rather than say that for the last 10 years we've worked on a huge one that didn't go anywhere,” he said. “So the goal is to gather information, to look at what specific one we want to focus on right now, and go back to Washington and focus on that.”
