Delivering for AZ-06.

In the month since the government shutdown ended, I have been working to deliver real results for Arizona’s 6th Congressional District by focusing on the issues that matter most to our communities. Here are some of the efforts I have worked on this past fall:

  • Strengthening our Water Future
As most Arizonans know, water is the lifeblood of our communities. That’s why I recently introduced the bipartisan Large-Scale Water Recycling Reauthorization Act (H.R. 6204) with Rep. Susie Lee (D-NV), which extends federal support for major water recycling projects across the Southwest. This investment will help ensure families in Arizona have reliable access to water for generations to come.
  • Securing Funding for the Oracle Fire District
My recent YES vote on the bill to end the government shutdown in November included funding of $340,050 for the Oracle Fire District to purchase a new Air Curtain Burner. These resources will enhance safety, improve air quality, and ensure our tax dollars come back home to support the needs of our district. Bringing money back to Arizona and our communities is one of my priorities as the sole appropriator in Arizona.
  • Honoring Leaders from our Community
To honor the legacy of Former Marana Mayor Ed Honea, I introduced a bipartisan bill (H.R.6247) to rename the Marana Post Office as the “Mayor Ed Honea Memorial Post Office.”

I’m grateful for the unanimous support of the entire Arizona delegation on this effort, a reflection of the profound impact that Mayor Honea had on our region. I’ll continue working to recognize and uphold the community values that leaders like Mayor Honea embodied for Arizona’s 6th Congressional District.
  • Fighting for Improved Border Security
Since the 1970s, the Shadow Wolves have served as elite Native American trackers on the Tohono O’odham Nation, playing a critical role in identifying and interdicting drug smuggling and other illicit activity along the U.S.–Mexico border.

However, in recent years, the program has faced significant staffing challenges, including a wave of retirements and difficulties recruiting new agents. That’s why I’m proud to announce that just last week I introduced the bipartisan Shadow Wolves Improvement Act with Congressman Tom Suozzi (D-NY). This bill would continue supporting the vital work of the Shadow Wolves Program and strengthen our federal–tribal border security partnerships.

Combatting the Rising Cost of Health Care.

Families in Arizona and across the nation are already feeling the strain of rising health care costs. Congress must act to prevent health insurance premiums from skyrocketing in the new year. We need a solution that both chambers of Congress can pass, and to get there, we must avoid the usual Washington gridlock.

That’s why last week, I joined my colleagues, Representatives Jen Kiggans (R-VA) and Josh Gottheimer (D-NJ), along with a bipartisan coalition of 35 House Members, in sending a letter and a framework on health care legislation to House and Senate leadership to urge immediate action in preventing steep health insurance premium increases facing millions of Americans in January 2026.

Specifically, this letter calls on Congress to engage with House Members ahead of a planned vote in December and to also consider our CommonGround 2025: A Bipartisan Health Care Framework, which proposes extending enhanced premium tax credits and implementing targeted reforms to lower costs for families. During the current open enrollment period, many Americans have already been notified that their premiums could rise significantly if Congress fails to act. Last week, I also spoke at a bipartisan press conference to discuss the details of this framework. Find out more about the CommonGround 2025 framework HERE.

Ensuring that Congress is doing its part to tackle the rising costs of health care has been a fight I have been waging several times this fall. In November, I joined a bipartisan group of more than 30 colleagues urging the Senate to work with us in the House to address the expiring ACA premium tax credits.

In September, I joined Reps. Jen Kiggans (VA-02) and Tom Suozzi (NY-03) to introduce the Bipartisan Premium Tax Credit Extension Act (H.R. 5145), a bill to protect families, seniors, and small business owners from massive health care premium increases.

Interviewing Students Seeking Congressional Nominations to our Nation’s Military Academies.

One of my greatest honors as your congressman is nominating the best and brightest students from across AZ-06 to serve at our nation’s prestigious Service Academies.

Over the weekend, my office hosted interviews for students seeking nominations to our nation’s top military academies. I am incredibly proud of the more than 40 outstanding young leaders from across AZ-06 who have stepped forward to answer the call to serve our country.

This is just one example of the essential behind-the-scenes work of a congressional office: selecting the next generation of military officers. Once again, I am proud of these students, and I am grateful to our interview panel for their time and expertise.

Questioning Witnesses on Strengthening our Nation's Veteran Workforce During a House Veterans’ Affairs Committee Hearing.

At last week’s House Committee on Veteran Affairs’ Subcommittee on Economic Opportunity’s oversight hearing, I questioned witnesses from the Department of Veterans Affairs and Industry leaders on the best ways to continue to strengthen our nation's veteran workforce. One way to accomplish this mission is to improve the outreach to our veterans on vocational pathways.

During the hearing, I highlighted one solution to strengthen our nation's veteran workforce via my VETS Opportunity Act (H.R. 1458), which would expand access to high-demand skilled-trade and vocational programs for veterans, whether in person or partially online. Promoting skilled trade training for our veterans will help address critical workforce shortages.

Meeting with Arizona National Guard Leadership.

Last week, it was great to meet with Brigadier General John Conley, the newly appointed Adjutant General of the Arizona National Guard.

As the only appropriator in Arizona’s congressional delegation, I will continue working to support the modernization of the critical missions that keep our military prepared and ready.

In the News.

Rep. Juan Ciscomani breaks down bipartisan health care plan in face of possible ACA increase
KTAR
"Arizona U.S. Rep. Juan Ciscomani along with 35 house members, both Republicans and Democrats, have come together to create a bipartisan health care plan. “The deadline is closer for people to see their premiums go up because of the subsidies going away,” Ciscomani told KTAR News 92.3 FM on Thursday. “So we know that we have to come up with something and there is no perfect solution that we’re going to be able to find in the time frame we have. Something needs to be done though, doing nothing is not an option.”

Rep. Juan Ciscomani, under pressure, backs longshot health care plan
Arizona Republic
"Rep. Juan Ciscomani has signed onto a longshot, bipartisan health care plan that would temporarily extend a set of expiring Obamacare tax credits as pressure mounts on Congress to make a deal. Ciscomani, R-Arizona, and about three dozen other lawmakers announced a plan on Dec. 4 that would extend a set of enhanced Affordable Care Act tax credits for a year with some modifications, including a new income limit, then urge Congress to revisit the issue by mid-2026 to keep costs down the following year."

Southern Arizona lawmaker co-signing healthcare proposal

"Southern Arizona Republican Rep. Juan Ciscomani, along with nearly three dozen other lawmakers, is working on a proposal that seeks to extend ACA subsidies for a year and implement measures to combat fraud. The proposal is under consideration by both House and Senate leadership, with a vote proposed by Dec. 18."

Profiles of the American Dream.

Better Bucks. Better Work. Better Meals.

Those are the names of three innovative initiatives in Sierra Vista aimed at giving the less fortunate a helping hand and an opportunity to live a better life.

Sitting on the board of all of them is Scott Borgstadt, a well-known and respected member of the Sierra Vista Police Department. Scott joined the department in 2001 and is – or was – its longest-serving corporal, a rank he’s held for nearly 18 years. He retired last month, leaving behind a legacy of distinguished service in Cochise County’s largest municipality.

“His steadfast dedication to this community is unmatched,” says SVPD Police Chief Chris Hiser. “Scott was the catalyst for taking the Better Bucks idea and making it a successful reality for our community, eventually growing it to the Better Work and Better Meals programs as well.”

Better Bucks launched in 2021 and is credited for being a lifeline to the city’s less fortunate. The program gives people the opportunity to purchase a booklet of coupons and hand them out to those who need groceries, clothes and other essential goods. Better Meals allows people to help with school lunches and Better Work targets removing trash from public property.

But these programs don’t even begin to scratch the surface of Scott’s many contributions. He’s served as the department’s field training officer, crime prevention officer and public information officer. He also happens to be a top marksman, an expert on the Arizona Landlord and Tenant Act and an organizer of the National Night Out.

Scott has played a key role in making Sierra Vista a better place to live, work and raise a family. As a law enforcement office, he not only protected the American Dream, he went above and beyond to help others live it. Thank you, Scott.
