Passed the FY2026 NDAA on the House Floor.

Last week, Congress passed legislation that fulfills one of its constitutionally enumerated powers: the Fiscal Year 2026 National Defense Authorization Act (NDAA). Included in this legislation, the House secured key wins for our nation and for southern Arizona that strengthen our military and advance our national defense, such as: 

  • Authorizes discretionary defense spending of $900.6 billion
  • Includes a 3.8% pay raise for all servicemembers and improves housing, education, and access to childcare for military families
  • Electronic Proving Ground (EPG) on Fort Huachuca: language to safeguard Arizona’s military ranges and test centers, such as EPG, by requiring strict oversight and justification before any mission-critical reduction or consolidation – helping maintain vital future warfare capability development in Arizona
  • Supports a Tucson Airport Land Acquisition by the Department of War estimated to be 12 million

Spoke on Two Bills During the House Committee on Energy and Commerce Member Day Hearing.

I was honored to testify before the House Committee on Energy and Commerce during its Member Day hearing last week about two bipartisan bills I strongly support passing out of the Committee.
 
The first bill I discussed was H.R. 1598, the Ensuring Access to Medicaid Buy-in Programs Act, a bill I introduced that would change the Medicaid rules by removing age limits on eligibility for Medicaid Buy-In programs for working adults with disabilities, so that our seniors with disabilities can maintain their essential health coverage while working, if they so choose. As I stated at the hearing, I believe no working adult with a disability or other such barrier to employment should ever have to choose between earning a paycheck and keeping the essential health care benefits they rely on.

The second bill I discussed, H.R. 2902, Rep. David Valadao's (R-CA) Supplemental Oxygen Access Reform (SOAR) Act, would expand how various oxygen delivery systems are paid for and delivered under Medicare to improve access for people who depend on oxygen therapy for severe lung and heart conditions.

Statement on the Violent Targeted Attack Against the Jewish Community that Occurred at Bondi Beach in Sydney, Australia.

Over the weekend, a violent targeted attack against the Jewish community occurred at Bondi Beach in Sydney, Australia, where armed gunmen opened fire on a large gathering to mark the first night of Hanukkah, killing and injuring many innocent civilians. Australian authorities have described the incident as an antisemitic terrorist attack, and one attacker was killed by police while another was taken into custody.  
  
My prayers are with the victims who lost their lives, the families who lost loved ones, the brave law enforcement officers who responded, some of whom were even injured by the gunfire, and our global Jewish community. I have heard from many in our own Jewish community how deeply shaken they are by the events that occurred in Australia at such a peaceful public event. Antisemitism has no place in our world, and I stand with the people of Australia in condemning this horrific violence.

Designating Chiricahua National Monument as a National Park.

Last week, I testified during a House Committee on Natural Resources Subcommittee Legislative hearing in support of my bill, H.R. 6380, the Chiricahua National Park Act, which would designate Chiricahua National Monument as Chiricahua National Park.  

Earlier this year, I visited and hiked Chiricahua to meet with park staff, see the monument’s trails firsthand, and highlight the importance of expanding Arizona’s national park presence. A video from that visit can be viewed HERE.

Redesignating Chiricahua National Monument as a national park through my bill, H.R. 6380, will honor the Chiricahua’s rich history, boost tourism, promote long-term conservation efforts, and support rural Arizona. My bill now advances to the full Natural Resources Committee for a vote, and if passed, it will then move on to the full House for consideration.

Discussed Issues Impacting our Ranchers and Farmers with the Arizona Farm Bureau.

Last week, it was great to sit down with the Arizona Farm Bureau to discuss how Congress can work to address critical issues facing our farmers and ranchers in the new year, such as workforce shortages, livestock health threats like the Mexican screwworm, and ongoing efforts to mitigate the Colorado River drought. It was also great to catch up with Ben Menges, the current president of Graham County Farm Bureau!

As your representative in Congress, I am proud to stand with our farmers and ranchers from across Arizona’s Sixth Congressional District, and I will continue to support legislative policy that supports our agricultural community.

Floor Speech: Honoring NJROTC Cadets.

I am proud to recognize on the House Floor 28 outstanding NJROTC cadets from Cienega, Andrada, Empire, and Mica Mountain high schools who competed in the Area 20 “Stars & Stripes” Field Meet in El Paso, Texas.

Under the leadership of Commander Micah Brewer, these cadets earned first place overall and also brought home numerous top awards in academics, physical fitness, drill, and color guard events!

Rep. Ciscomani reintroduces bill to make Chiricahua National Monument Arizona’s next national park

“Republican Congressman Juan Ciscomani has reintroduced legislation to designate Chiricahua National Monument as a national park. During a House Natural Resources Committee hearing he said for a century, visitors from around the world have been drawn to the Wonderland of Rocks. ‘Chiricahua National Monument is a vital economic driver for Wilcox, Arizona. As you all know, supporting economic development in rural communities is essential, and it is our responsibility to enact policies and designations that benefit the people who call these areas home,’ he said. If passed, this designation would establish Arizona’s fourth national park, joining the Grand Canyon, Petrified Forest, and Saguaro. ‘The Chiricahuas are [unquestionably] worth of national park status,’ Ciscomani said. ‘This redesignation is a simple, common-sense way to give the landmark the recognition it deserves at no cost to the taxpayers and without expanding federal jurisdiction over the land.’ He emphasized that because the monument is over a century old, it is important to advance legislation that promotes conservation as well as boosting tourism in Southern Arizona. Ciscomani co-sponsored the Chiricahua National Park Act in 2023, alongside Arizona Congressman Paul Gosar and New Mexico Congressman Gabe Vasquez, seeking the monument’s re-designation. 
 
Reps. Crane And Ciscomani Lead Bipartisan Effort Targeting Drone Interference In Wildfire Response

“U.S. Representative Eli Crane (R-AZ02) joined forces with Reps. Juan Ciscomani (R-AZ06), Janelle Bynum (D-OR), and Joe Neguse (D-CO) to introduce the Wildfire Aerial Response Safety Act of 2025, a bipartisan measure aimed at enhancing the safety and effectiveness of aerial wildfire suppression operations. The legislation mandates the Federal Aviation Administration (FAA), in close consultation with the Secretaries of the Interior and Agriculture, to conduct a comprehensive study on the disruptive effects of unauthorized drone activity over federal lands during active firefighting efforts. The resulting report will equip Congress with critical insights to inform targeted policies that reduce risks and protect vital suppression resources. Key elements of the study include gathering detailed data on the frequency of drone incursions, their direct impacts on firefighting operations, resulting delays in response times, and the additional financial burdens imposed on federal agencies. 
 
Obamacare subsidy extension bills rejected by Senate, not scheduled for votes in House

"Meanwhile, the House of Representatives is not currently scheduled to vote on an extension, imperiling the legislative goals of Arizona Republican Rep. Juan Ciscomani, who represents Arizona’s politically razor-thin 6th congressional district. Ciscomani has consistently called for extending the so-called enhanced subsidies, which have lowered costs for millions of Americans with ACA, or Obamacare, health insurance plans since their introduction in 2021. He is the only federal lawmaker from Arizona who broke with his party on the issue. This week, Ciscomani co-sponsored a bipartisan House bill extending the subsidies for one year with some modifications to the program. But House Speaker Mike Johnson has not moved to bring the bill for a vote. Johnson may unveil his own health care proposal this weekend, Politico reported on Thursday without specifying if that proposal would include a subsidy extension. "    
 
Republican Rep. Juan Ciscomani among bipartisan group in Congress pushing health care savings bill

“A bipartisan group of 35 U.S. House members are urging leaders to act to prevent health insurance premiums from making a steep jump in January. Arizona Republican Rep. Juan Ciscomani is among the group that unveiled legislative framework on Thursday to extend savings on premiums for two years. ‘This is a short-term way to address this emergency and there is longer-term policy on the reform that we are going to work on later. But I’m committed to doing the work today,’ Ciscomani said. Expiring health care subsidies were a rallying point for Democrats in the extended government shutdown.”

Profiles of the American Dream.

“He was the man tonight.” 
 
That’s what Shane Mosley Jr. said after his hard-fought loss earlier this month to Jesus Ramos Jr., a 24-year-old southpaw from Casa Grande who is the new World Boxing Council Interim Middleweight Champion. 
 
Jesus always is “the man” in his hometown. Casa Grande loves the guy and it’s easy to see why. He’s a humble rising star who hasn’t forgotten his roots. 
 
Jesus and his family opened the Ramos Boxing Academy in an older part of town not too long ago so aspiring young boxers would have a place to train. They also have a stake in a theater across the street that they plan to use for boxing watch parties and other events. 
 
“We come from a small town,” Jesus says. “You don't see anyone big make it out of there. So, me doing it and me showing them, it means a lot to me.” 
 
Jesus started boxing as a kid. His dad is his trainer, and he learned the basics of boxing in a garage. He’s now recognized as a force in the ring with 24-1 record and 19 knockouts. Next on his to-do list is trading that interim belt for the full title. 
 
Working hard to achieve your goal. Giving back to your community. That’s the stuff the American Dream is made of.  
 
Congrats, Jesus! Job well done.
