Dear Community Member,

As the 118th Congress gets underway, our congressional committees are set, and my work and service for the 19th Congressional District continues.  I wanted to provide you with an update on my progress on behalf of our communities and my priorities moving forward.  

In the 19th Congressional District, we were hit hard by both the January storms and recent severe weather.  As we repair and recover from the damage, I’m working hard to ensure the federal government provides our communities and residents with the support they need.  If you have any issues receiving federal assistance from FEMA, the Small Business Administration, or other federal agencies, please don’t hesitate to contact my office.  As your federal representative, I’m responsible for ensuring the federal government is working for you, your family, and our communities.

In Congress, I recently was chosen to serve on several critical committees including the House Ways and Means Committee, which oversees our nation’s tax code, trade policy, and Social Security and Medicare programs, the House Armed Services Committee, which supports our local military installations, servicemembers, military families, and national security, and the House Committee on the Budget, which helps set budget priorities that reflect our values.

As we look toward the work ahead, a crucial part of our efforts is building on the extraordinary progress of the 117th Congress.  We passed legislation for critical funding for working families, small businesses, and communities that helped us get through the COVID-19 pandemic and provided a financial foundation to beat back inflation.  We passed a generational investment in our nation’s infrastructure that is already transforming our communities for the better.  We passed significant investments to ensure the manufacture of semiconductor chips in America, compete with China, and bolster our innovation. We passed the largest investment in green energy initiatives in our history and cut prescription drug costs for our seniors.  We passed the first gun safety bill in decades, mandated support for our veterans who were exposed to toxins during their service, codified marriage equality for same-sex and interracial couples, bolstered penalties for hate crimes against our Asian American and Pacific Islander communities, funded our local law enforcement agencies, and created a national holiday for Juneteenth.

Through it all, I’ve remained focused on the needs of working families who call the 19th Congressional District home.  I was proud to pass into law legislation that bolsters our conservation efforts, enacts new green energy tax credits, supports our veterans and service members, and brings home significant federal funding for local projects.

We made historic progress in the 117th Congress, which helped get us through the pandemic, rebuild our infrastructure, revitalize our manufacturing in America, help tackle the climate crisis, and refocus our efforts to bolster working families.  I am proud of my record, proud to have never missed a vote, and I was proud to serve as your representative and fight for the values and well-being of our communities in the halls of Congress. But our work isn’t finished.  I am ready to build on that strong foundation that we created for the 118th Congress, implement the landmark legislation we passed, and continue to fight for the federal resources needed in California’s 19th Congressional District. 

Below is a snapshot of my service in the 117th Congress by the numbers.  The funding secured, bills authored, and casework closed has a story and impact on those who live in our communities.  

  • Protected the Central Coast against COVID-19 and its impacts with $1.4 billion in federal funding.
  • Reopened local schools and colleges with $770 million in federal support.
  • Helped restaurants and local business keep their doors open with $75.38 million secured for relief.
  • Supported infrastructure, water, workforce development, health care, mental health, education, and housing projects in our communities with $28.6 million in federal funding.
  • Fought for our health care clinics combatting COVID-19 with $27.1 million in support.
  • Ensured families and renters could keep their homes with $16.6 million in rental assistance for our communities.
  • Through constituent casework, I secured over $3 million in deserved federal assistance and benefits from the federal government for individual constituents.
  • Responded to calls, letters, and emails from constituents with 112,089 responses.
  • Helped local businesses save a total of 82,282 jobs through the Paycheck Protection Program, which provided 8,833 loans in our district.
  • Successfully closed 1,789 individual cases of constituents in need of assistance navigating the federal bureaucracy.
  • Cosponsored 729 bills with colleagues on both sides of the aisle.
  • Authored and introduced 48 bills on behalf of my constituents.
  • Passed into law eight bills to improve the lives of Americans and Californians.
  • Authored and passed six bills out of the House of Representatives.
  • Never missed a vote on the House floor, casting 449 votes with 100% voting attendance, one of only 42 Members of Congress to do so.
  • Served on three House Committees – Ways and Means, Agriculture, and Armed Services.

With the start of the 118th Congress, I continue to work on behalf of communities in California’s 19th Congressional District.  From introducing legislation and working with my colleagues from around the country and across the aisle to move key initiatives forward, to my responsibilities as a Member of Congress to provide oversight of our government, I’m fighting for you in Washington, D.C.  Below is just a snapshot of my service and the progress I've made so far in the 118th Congress.

Legislating is about problem-solving, listening to the challenges facing those you serve, finding ways the federal government can help them, and building coalitions in and out of Congress to move those solutions forward.  I’m proud to work on a bipartisan basis with members of the House and Senate on some of the most important issues in our country.  Below, you’ll find some of the legislation that I introduced thus far and will continue to lead on in the 118th Congress.  I look forward to seeing this list expand and passing these key pieces of legislation into law.

Access to Future Cures Act – I authored and introduced this bipartisan legislation alongside Rep. Jodey Arrington because we’ve made incredible breakthroughs in cell and gene-based therapies, which have the potential to treat long-term illnesses as varied as COVID-19, bloodborne cancers, Alzheimer’s, type 1 diabetes, and more.  The cost of extracting and storing healthy blood cells should not be a barrier to this groundbreaking care.  This bipartisan solution would allow Americans with health savings accounts to better access these therapies in the future.

Agriculture Export Promotion Act – I authored and introduced this bipartisan legislation because farmers, producers, and ranchers around our country depend on the Market Access Program and the Foreign Market Development Program to reach markets abroad and grow their businesses at home. The bill would make significant investments in those programs to ensure that our nation’s farmers and ranchers have access to the tools and resources that they need to compete in the global marketplace.  Federal support to secure appropriate market access abroad creates good-paying jobs in the U.S., supports our local economies, and fortifies the future of American agriculture.

Amplifying Processing of Livestock in the United States (A-PLUS) Act – I authored and introduced this bipartisan legislation to remove unnecessary barriers that are hurting producers' ability to compete in a global marketplace.  This bill removes outdated regulations from the early 1900s to better reflect the needs and realities of our livestock producers today.  Allowing livestock auction market investments in regional packing facilities supports small businesses and rural communities, increases competition, and drives down costs for consumers and families.

California Central Coast Conservation Act – I authored and introduced this legislation to establish a moratorium on all new oil and gas leasing on federal public land on the central coast of California in order to protect the environment, economy, and way of life of the Central Coast.

Amendment to the Strategic Production Response Act – I offered an amendment to prevent oil and gas drilling off the coast of Central California during debate of the Strategic Production Response Act.  Every chance I get, I will fight to protect our coastline economy and the character of our communities. 

Broadband Grant Tax Treatment (BGTTA) Act  – I authored and introduced this bipartisan, bicameral legislation alongside Rep. Mike Kelly and Senators Mark Warner and Jerry Moran.  Although we were able to pass legislation last Congress providing major investments in our nation’s broadband, many small businesses receiving that federal funding to construct networks and connect our homes may face steep taxes.  This legislation would exempt those grants from federal taxation and ensure that the funding is allocated for universal broadband.

Everett Alvarez, Jr. Congressional Gold Medal Act – I authored and introduced this bipartisan, bicameral legislation to award the Congressional Gold Medal to Commander Everett Alvarez, Jr., the second-longest held Prisoner of War (POW) in U.S. history.  In the face of severe mistreatment during his captivity in the Vietnam War, including torture and starvation, Commander Alvarez served, sacrificed, and set an example for fellow POWs, inspiring them to return home with honor.  He has demonstrated what it means to be a patriot, and it is only fitting that Congress acknowledge his exemplary life with our highest honor.

Family Farm and Small Business Exemption Act – I authored and introduced this bipartisan legislation because students coming from family farms and small family businesses are currently unfairly penalized when it comes to applying for federal student aid, ultimately limiting their academic opportunities. We need to recognize the reality of so many family farmers and small business owners who’ve poured their livelihoods into building up their businesses but live with limited financial resources. Restoring this 30-year-old standard is about fairness and supporting families who continue the entrepreneurial spirit of our country.

Federal Firearm Licensee Act – I introduced this legislation alongside Rep. Robin Kelly because our outdated federal firearm licensing laws aren’t keeping pace with the proliferation of rogue firearms dealers or advancements in new technology. This bill will improve our system of background checks and ensure proper dealer licensing for firearm purchases.  It’s a comprehensive, commonsense way to prevent guns from getting into the wrong hands and keep Americans safe.

Forest Protection and Wildland Firefighter Safety Act – I introduced this bipartisan legislation because our firefighters need to be properly equipped to fight wildfires and protect our communities in California.  This bill will ensure fire retardant remains a critical tool in our firefighting arsenal for the 2023 fire season.  

Lodging Options Developed for Government Employees (LODGE) Act – I introduced this bipartisan legislation because too many of our national parks and their surrounding areas lack affordable housing for park service employees.  This bill would allow for public-private partnerships to create a much-needed supply of housing in those high-demand regions.  This is a bipartisan and innovative solution for affordable housing that would help the Park Service better hire and retain staff and ensure consistent access for our visitors to our national treasures.

Military Spouse Hiring Act – I introduced this bipartisan legislation because many military spouses have to give up stable careers and experience high unemployment rates as they move around the world and meet the demands of military assignments.  The Military Spouse Hiring Act would allow those spouses to be treated as a target group to qualify for the Work Opportunity Tax Credit.  Employers could then use that tax credit to hire more people and military spouses would have more opportunities to find meaningful employment wherever they go.

More Homes on the Market Act – I authored and introduced this bipartisan legislation because I’ve come across far too many people in the 19th Congressional District who want to sell their homes but can’t afford to due to the financial hits they will incur.  That leads to fewer homes on the real estate market, housing shortages, and housing affordability issues throughout our community and country.  This legislation would help remedy that problem by increasing the sales gain exclusion.  Such a simple fix would allow homeowners to downsize, sell their homes, and keep their nest eggs intact.  It’s also a commonsense way to help expand the housing market, tackle housing affordability issues in our communities, and better ensure that more families have access to owning a home.

Personal Health Investment Today (PHIT) Act – I authored and introduced this bipartisan legislation to encourage physical activity and incentivize healthier living by allowing Americans to use a portion of the money saved in their pre-tax health savings account (HSA) and flexible spending account (FSA) toward qualified sports and fitness purchases, such as gym memberships, fitness equipment, and youth sports league fees.

Plant Biostimulant Act – I authored and introduced this bipartisan legislation because the lack of a standard regulatory definition or pathway to market for plant biostimulants makes accessing this innovative technology difficult for the sustainable agriculture industry. This bill would remedy these barriers and encourage the adoption of these new products which can help improve global food security and our environment.

Producing Responsible Energy and Conservation Incentives and Solutions for the Environment (PRECISE) Act – I introduced this bipartisan legislation alongside Rep. Ashley Hinson to help our farmers access precision agriculture tools needed to improve the sustainability of agriculture and ensure that America’s farms continue to lead in productivity as well as the protection of our planet.

Precision Agriculture Loan Program (PAL) Act – I introduced this bipartisan legislation because although precision agriculture equipment is becoming essential to the future of our agriculture, it is evolving and can still be expensive for many of our farmers.  This bill would provide dedicated financing so that more producers in agriculture can purchase and adopt precision agriculture technology.

Resolution Recognizing Earthquake Victims and Honoring Responders in Türkiye and Syria – I joined a bipartisan group of lawmakers leading a resolution that both recognizes the thousands of victims and honors the responders of the devastating earthquakes and subsequent aftershocks that took place in Türkiye and Syria on February 6, 2023.  And I will continue to push for immediate assistance to those affected in Türkiye and Syria.

VSO Equal Tax Treatment (VETT) Act – I introduced this bipartisan legislation because veteran service organizations are integral to supporting those in our communities who served our country in uniform, but that mission is being held back by outdated classifications in our tax code. This bill would ensure that charitable contributions to these organizations are tax deductible. This way our federal tax code could incentivize and encourage Americans to continue supporting organizations that serve those who served America.

An important responsibility of a Member of Congress is serving on committees doing work vital to the public interest and providing oversight of all facets of our government.  Through these committee assignments, I’m able to work on and influence the laws that impact our communities. Also, my speeches on the floor of the House of Representatives attempt to articulate the perspectives and stories of California’s 19th Congressional District as we debate important pieces of legislation.  Below are a few highlights from the first months of the 118th Congress.

I voted against legislation that would open up our coastal waters to offshore oil drilling. I not only voted against the underlying bill, but I offered an amendment to ban offshore oil and gas exploration off the central coast.  Watch my remarks: here.

On a clear summer day last year, Steve Breummer was attacked by a great white shark. Thanks to the heroic actions of Paul Bandy, Aimee Johns, and Heath Braddock, his life was saved. I honored these heroes for their determination and selfless bravery on the floor of the House of Representatives. Watch my remarks: here.

Our communities face many challenges when it comes to building affordable housing, reducing homelessness, ensuring justice and public safety, mitigating the effects of climate change, providing engaging educational experiences, and developing modern infrastructure that improves the quality of life.  I’m proud to ensure that the federal government plays its part by investing significant federal funding into the 19th Congressional District.  Below is a list of just some of the federal funding I secured for our communities.

Federal Support to Improve Santa Cruz Highway Infrastructure - For far too long and far too often, too many people have been stuck in traffic on Highway 1 driving between Watsonville and Santa Cruz, leading to a decrease in our productivity and an increase in our carbon output.  The Multimodal Corridor Program will bring much-needed relief to our congestion and climate change problems with an extra lane for public transportation, improvements for the safety of pedestrians and cyclists, and funding to purchase zero-emission buses.  I’m proud that Congress passed the bipartisan Infrastructure Investment and Jobs Act to make this type of crucial federal investment in our roads and green buses that will help alleviate traffic, improve our livelihoods, and allow us to play our part to stem the effects of climate change.

Federal Support to Promote Climate-Smart Agriculture in Our Communities - Our local farmers are the most progressive in the nation when it comes to finding the necessary balance between producing agriculture and protecting the environment.  This funding for California State University, Monterey Bay will help further our farmers’ forward thinking and acting and allow them to more readily implement new and innovative climate-smart practices in agriculture.  I’m proud to ensure that the federal government not only recognizes but also rewards and promotes our local farmers for their leadership in producing the best fresh fruits and vegetables in a way that protects the planet.

Federal Support to Expand Critical Research at Academic Institutions in California’s 19th Congressional District - Our district is home to world-class academic institutions, like the University of California, Santa Cruz, which are on the cutting edge when it comes to research and scientific discovery.  This significant federal funding from the National Science Foundation will help further the work of faculty, researchers, and students at UCSC and enhance their prodigious research product.  I’m proud to have pushed for this federal funding that will promote and perpetuate all of the work done at UCSC to contribute to the accumulation of knowledge about ourselves, our world, and beyond.

Federal Support to Improve Drought Resiliency and Water Infrastructure – Through the passage of the bipartisan Infrastructure Investment and Jobs Act, I secured $10.3 million in federal funding for the expansion of the Pure Water Monterey project which will allow our community to more readily recycle and recharge our aquifers.

Federal Support to Expand Broadband Access and Improve Educational Opportunities The Bipartisan Infrastructure Law aims to close the digital divide across our country by connecting families and communities with reliable, high-speed internet access.  I was able to secure a nearly $3 million federal investment in Cabrillo College to expand broadband at this institution and further its mission to empower students’ academic, personal, and career growth.  As someone who attended a community college and now as the U.S. Representative for the 19th Congressional District, I look forward to continuing to implement our work with this type of federal investment in our local institutions’ infrastructure to ensure the future of our students.

and to highlight federal support he secured for wellness centers in local public schools.

 

Federal Support for Student Mental Health – To highlight the $1 million in federal funding I secured to help Santa Cruz County expand behavioral health services for students, I held a roundtable with educators, mental health professionals, and students to discuss this important issue.  Thanks to this funding, Santa Cruz County public schools will be opening two wellness centers to provide comprehensive care.  Our young people experience a tremendous amount of stress due to their academic and athletic pursuits, social and societal pressures, extracurricular and volunteer activities, and so much more.  That’s why we must not only focus on their success but also on their mental wellness as they strive to succeed.

Federal Support to Fund Local Police Departments – To highlight the $1,165,000 in federal funding I secured for the Salinas Police Department, I visited our officers and spoke with them about how this new technology will be deployed.  Across the country, we’re seeing the same trends with the rise in violent crimes and persistent staffing shortages making the difficult work of our officers even harder.  This funding will improve the efficiency of police work, officer safety, and community transparency.

I’m proud to fight for the federal resources our communities need to continue to be the best places to live, work, and raise a family.  I’ll be sure to highlight the progress we’ve made and the positive impact this federal support is having in our communities by: 

  • Advocating for significant federal support for California’s 19th Congressional District with $222 million secured for our communities during the 118th Congress.
  • Improving infrastructure in California’s 19th Congressional District with more than $178 million in federal funding just for local infrastructure projects during the 118th Congress.
  • Ensuring a world-class education for our children and supporting vital research in California’s 19th Congressional District with $6.5 million in federal support during the 118th Congress.
  • Promoting conservation efforts and green initiatives through $15 million in federal support during the 118th Congress.
  • Supporting community projects vital to our quality of life with $22.7 million in federal support secured during the 118th Congress.

My service to you extends far beyond the halls of Congress.  I am on the ground across the 19th Congressional District, putting in the work to not only listen to the concerns of the people that I represent, but also improve the lives of the communities that we live in.  I strongly believe in the power of showing up and being present for those you serve.  Below, you’ll find a snapshot of our efforts so far in the 118th Congress:

  • Regular open office hours for constituents to meet with myself and my staff one-on-one to discuss any federal issues they are having, with seven office hours sessions so far in the 118th Congress. 
  • Regular town halls, with seven forums so far for constituents to share their perspectives in the 118th Congress.
  • Face-to-face meetings with constituents to discuss pressing issues facing the 19th Congressional District with more than 100+ meetings so far in the 118th Congress.
  • Attending community events that bring the 19th Congressional District together, with 75 events attended so far in the 118th Congress.

As a U.S. Representative for the past six years, I find that I can best serve my constituents by providing personal service through casework at the local level, providing federal funding for local projects, and fighting for legislation that bolsters our values and benefits the future of our communities.  The only way to provide that type of service from the federal government is by ensuring that I can talk directly to the people in my district.

I’m proud to hold regular town hall meetings and office hours throughout California’s 19th Congressional District to better understand how I can best be of service.

As we endure another battering of storms, please know that the federal government is here to help.  I continue to advocate for federal support for our 19th Congressional District and I’m committed to ensuring the federal bureaucracy works for you.

At the beginning of the year, I worked hard to ensure our communities had the resources they needed to repair, recover, and return to normal following the recent storms.  When the storms hit, I went to work, leading and authoring a bipartisan letter of the full Californian Senate and Congressional delegation urging President Joe Biden to declare a major disaster declaration for the State of California in response to recent severe weather.  President Biden granted our request, opening federal aid for our communities in Santa Cruz, Monterey, Santa Clara, and San Luis Obispo Counties.

Our road and highway infrastructure was significantly impacted by the storms.  That’s why I led and authored a bipartisan letter with 38 California Members of Congress to Transportation Secretary Pete Buttigieg and the Federal Highway Administration, resulting in $29.3 million in grants for emergency road repairs throughout our state.

I’ve been engaged in our communities throughout the 19th Congressional District surveying damage, speaking to government and community officials, and hearing directly from victims impacted by the storms.  I’ve held forums in the San Lorenzo Valley and San Luis Obispo County to connect residents and farmers with federal, state, and local resources.  I’ve also traveled extensively throughout our district, speaking with our communities about what they need and how the federal government can help.

More Time to File State Taxes for Californians Impacted by Winter Storms - California has extended the tax filing deadline for Californians impacted by December and January winter storms to October 16th. That includes residents in Santa Clara, Santa Cruz, Monterey, and San Luis Obispo Counties.  This relief applies to deadlines falling on or after January 8, 2023, and before October 16, 2023, including the 2022 individual income tax returns due on April 18 and the quarterly estimated tax payments, typically due on January 17, 2023, and April 18, 2023. 

Taxpayers affected by a presidentially declared disaster may claim a deduction for a disaster loss.  Taxpayers may claim a disaster loss when filing either an original or amended tax year 2022 tax return. For more information on tax season changes due to the recent severe weather, visit here.

Earned Income Tax Credit Availability - Last year, 31 million Americans received, on average, more than $2,000 in Earned Income Tax Credits (EITC), totaling nearly $64 billion.
