July 31, 2020

Greetings:

I hope you and your family are doing well. My staff and I are here to serve you and we are working diligently to secure funding and resources for Georgia’s Thirteenth District. I am proud to share some of our progress with you in this issue of our Thirteenth District Newsletter.

Georgia Delegation Calls on Governor to Put Statue of John Lewis in U.S. Capitol

This week our nation paused to honor the extraordinary life and legacy of my dear friend Congressman John Lewis with tributes in Selma, Montgomery, Washington and Atlanta. I am proud to join with members of Georgia’s congressional delegation in a letter to Governor Kemp requesting the replacement of the statue of Alexander Hamilton Stephens with a statue of John Lewis in the United States Capitol Statuary Hall. The world is truly a better place because John Lewis spent his life pursuing freedom, justice, opportunity, love and peace for all of humanity. It would be a worthy tribute to this great American for the State of Georgia to honor his contributions by providing a statue to be placed in the National Statuary Hall so that he can continue to inspire future generations.

Rep. David Scott Announces $192,623 FEMA Grants for South Fulton and Union City Firefighters

FEMA has awarded a $106,909 grant to the City of South Fulton and a $85,714 grant to Union City through the Assistance to Firefighters Grant (AFG) program. Now more than ever, it is paramount that our firefighters and first responders have the resources that they need to successfully protect our communities. I am proud to help deliver critical federal funding to enhance the operations of the South Fulton and Union City Fire Departments. Being selected to receive AFG funds is another sign that South Fulton and Union City are leading the way in protecting the health and safety of the public in Georgia’s Thirteenth District. AFG Program funding provides funds directly to fire departments and emergency medical service organization to purchase emergency response equipment, firefighting and emergency vehicles and training.

Improving Access to Quality Child Care During COVID-19 Pandemic

Our nation’s child care capacity, already well below the country’s needs, is being devastated by COVID-19. This week I voted to pass the Child Care for Economic Recovery Act and the Child Care is Essential Act to deliver urgently needed relief to providers and working families. H.R. 7027 would stabilize the child care sector by creating a new $50B block grant program to support providers so that they can safely reopen and operate.  H.R. 7327 would improve access to quality child care during the COVID-19 crisis by making the child and dependent care tax credit refundable and creating a 50 percent refundable payroll tax credit for child care providers.

1.1M Georgia students Eligible for Pandemic Food Assistance

The Family First Coronavirus Response Act of 2020 allows the Food and Nutrition Service to facilitate the distribution of the Pandemic-Electronic Benefit Transfer Program (P-EBT)
to eligible students statewide. This program will provide extra help to families of more than 1.1M children in Georgia who would normally receive free or reduced school lunch but have not due to COVID-19 related school closures. The Georgia Division of Family & Children Services (DFCS) in partnership with the Georgia Department of Education (DOE) will operate the new P-EBT program.  Eligible families will receive a one-time allotment of $256.50 in total P-EBT benefits per child. Those who are enrolled in the Supplemental Nutrition Assistance Program (SNAP) will automatically receive this money through their SNAP EBT card. Families who are not enrolled in SNAP may also qualify for this assistance by verifying student information through the GA DOE Student Portal and submitting an online application at https://dfcs.georgia.gov/pandemic-electronic-benefit-transfer.

Chairman Scott Discusses Renewable Energy Production and Its Impact on Rural Income

I was honored to chair the House Agriculture Commodity Exchanges, Energy, and Credit Subcommittee’s recent hearing on farm energy productions and their impact on income and rural communities. Improvements in renewable energy technology can help reduce the effects of rising energy prices by helping farmers across the U.S. offset or supplement their production costs and in-turn improve their production capabilities. We must place our rural communities and minority farmers at the forefront of agricultural and environmental issues so that we transition our energy mechanisms toward more sustainable and cost-effective methods that proportionately support production and our environment.
