As we continue to welcome in this Fall season, I hope you and your family are staying safe and well. Much has happened this October, and as it comes to an end—I wanted to check in and provide you updates on my work in Congress and in Georgia's Thirteenth Congressional District.

Updates to COVID-19 Vaccine Booster Shot Guidance
The U.S. Food and Drug Administration (FDA) has expanded authorizations for COVID-19 vaccine booster doses for eligible populations who received the Pfizer-BioNTech or Moderna COVID-19 Vaccine and for Johnson & Johnson COVID-19 vaccine recipients 18 and older. The FDA has also approved the Pfizer vaccine for children ages 5 to 11.
According to state data reported this week, more than 50% of Georgians are fully vaccinated against COVID-19, and 56% (approximately 5.78 million people) have received at least one dose of the vaccine.
All Thirteenth District constituents are encouraged to get their COVID-19 vaccinations and are welcome to reach out to our team for assistance with scheduling an appointment or finding a vaccination site.
Led by Chairman David Scott, House Ag Members Advance Bipartisan Bill to Establish $100 Million in Permanent 1890 Student Scholarship Funding Out of Committee
Last week, the House Agriculture Committee passed out of committee my bipartisan legislation to establish $100 million in permanent funding for student scholarships at the nineteen 1890 land-grant colleges and universities. The bill was reported favorably out of the Committee with overwhelming bipartisan support by a 43-3 vote and is now in line for consideration by the full House of Representatives.
Our 1890 HBCUs, including my beloved alma-mater FAMU, have provided a phenomenal return on our initial investment of $80 million included in the 2018 farm bill to support their scholars’ education and research in agriculture and agricultural sciences. I deeply appreciate the strong, bipartisan support from Members on both sides of the aisle to keep student scholarships at our 1890 HBCUs permanently funded for generations to come.
In FSC Exchange, Congressman David Scott Urges Inclusion of Affordable Housing in Building Back Better Plan
Last week, during a Financial Services Committee hearing to examine recent severe declines in American homeownership, I urged the inclusion of down payment assistance in the final Build Back Better Act to give a hand up to all American families and ensure access to safe and affordable housing for all communities.
In an exchange, FSC hearing witness and Director of Mass Affordable Housing Alliance Symone Crawford agreed –– the down payment assistance supported by Congressman Scott would make a meaningful impact on the decline in homeownership and financial stability for Americans struggling with high student loan debts, credit issues and the nationwide housing supply shortage.

President Biden and U.S. Secretary of Agriculture Vilsack have been clear in their commitment to build back better and define a better future for farmers across the country. In my friend and former agricultural policy advisor, Arthur Tripp, the White House has made an outstanding choice to fulfill this mandate in Georgia.
Throughout a distinguished career in public service, Mr. Tripp has proven a detailed understanding of the critical role that our state plays in our nation’s agriculture economy and with strong ties to our local communities, he will be ready on day-one to get to work on the challenges facing Georgia farms.
Supporting Unions, Registered Apprenticeship Programs and Georgia's Television Workers
This month, I was proud to share my support and take a stand for livable wages, reasonable working hours, safe working conditions, and strong benefits for our workers. I was also glad that my staff was able to tour the Georgia Building Trades Academy Youth Build facilities at the IBEW Local 613 Building. We sincerely appreciate the work they do to expand the talent pool for registered apprenticeships and to prepare the next generation of union workers.

As you may know, earlier this year Rep. Emanuel Cleaver (MI-05) and I introduced the Jobs, On-the-Job ‘Earn While You Learn’ Training and Apprenticeships for Young African Americans Act of 2021 to expand our nation’s apprenticeship programs and help workers find careers with the security to weather economic crises. With this legislation, we can address the barriers that workers, including those from underrepresented communities, face in finding employment.
I am immensely proud that the work being done in Washington and in metro-Atlanta is having a direct effect on young adults seeking to enter the workforce, and I am hopeful that these programs will have lasting impact on future generations.

Recognizing Breast Cancer Awareness Month in October
This October, I am proud to recognize Breast Cancer Awareness Month and organizations like National Breast Cancer Coalition that raise awareness and support life-saving prevention strategies, including regular mammography screenings, in our communities. Healthcare Marketplace: Open Enrollment Begins
Thanks to the American Rescue Plan (ARP), Americans will have more plan choices at lower costs this year. Starting November 1, 2021, through January 15, 2022, Georgians can compare affordable health insurance plans and prices on HealthCare.gov and secure coverage for the upcoming year. According to the Centers for Medicare and Medicaid Services, four out of five people utilizing the marketplace will be able to find health care coverage for $10/month or less.
