Dear Friend:

Ensuring American Dollars Stay at Home

Last week, I introduced the Preventing the Repatriation of American Benefits Act. This legislation is a direct response to the fraud and national security threats that were exposed in Minnesota.

Reports have revealed that at least $9 billion in taxpayer funds were siphoned off through fraud in our state. Even more disturbing, investigations found that millions of these stolen dollars were sent overseas, including to the Al-Qaeda-linked terrorist organization Al-Shabaab.

This bill will ensure that federal assistance remains within the United States to support our own communities. The legislation would revoke welfare eligibility for non-citizens who send more than $1,000 back to their country in a year.

It is time to stop the flow of American dollars out of our country and ensure that every dollar intended for vulnerable individuals and families stays right here at home.

Keeping Barnesville Infrastructure Strong

I had the opportunity to sit down with Barnesville Mayor Jason Rick and city staff to discuss the town's infrastructure needs and their vision for the next few years. During our visit, they showed me firsthand the challenges the community faces, including aging water pipes that need replacement. We also spoke about a priority that is vital to our region: ensuring our rural communities maintain access to critical care resources and reliable ambulance services.

I am proud to share that I helped secure $750,000 in federal funding to support Barnesville as it undergoes a comprehensive reconstruction of its critical infrastructure. This investment will replace failing systems, improve water quality, and support the continued growth of the community. I remain committed to working for every community across the Seventh District to ensure our towns have the resources they need to thrive!

Supporting Biobased Manufacturing

I was recently joined by Congresswoman Nikki Budzinski to introduce the Biobased Materials Investment and Production Act, a bipartisan bill to advance American manufacturing and create new markets for our farmers.

While America has made great progress in biofuels, many other everyday items still rely heavily on foreign petroleum. This legislation incentivizes companies to use American-grown biomass to create renewable materials right here at home.

By providing tax incentives for biobased production, we can drive significant investment into rural communities, reduce our dependence on foreign resources, and strengthen our national supply chain using American-grown resources.

The Biobased Materials Investment and Production Act gives American businesses the flexibility to choose the support that best fits their needs:

  • Production Support: A tax credit of $0.10 per pound for renewable materials produced and sold (up to $10 million annually), or
  • Investment Support: A 30% investment tax credit to help cover the costs of building or retrofitting manufacturing facilities.

American farmers and manufacturers are the best in the world. This bill ensures they have the tools to lead the global market in renewable materials while boosting our local economies.

Congressional Art Challenge

I encourage high school students from Minnesota’s Seventh Congressional District to participate in the annual Congressional Art Competition. This longstanding, non-partisan tradition is a wonderful opportunity for students from across the district to showcase their creativity and hard work. Winners will have their work on display in my Moorhead, Willmar, and Washington, D.C. offices, and the first-place winner will have their work hung in the U.S. Capitol, where it will be seen by members of Congress, staff, and thousands of visitors from across the world.

The submission deadline is 5 p.m. CT on Monday, April 20, 2026. For more information, please visit my website.
