September Monthly Grants Newsletter

Dear Friend,

I’m in this job to help make life better for us in Western Pennsylvania. That’s why I’m proud to announce that my team has returned more than $10 million back to constituents through casework services, and our Congressional District has received more than $4 billion in federal funding since I became our Congressman. It may sound old school, but I make sure my team fires on all cylinders to help people get their earned benefits and services from the federal government.

Celebrating the Good People of PA-17

This month, Congressman Deluzio would like to highlight the Community College of Beaver County’s (CCBC) $473,491 grant from the National Science Foundation’s Advanced Technological Education program.  

This grant will further support CCBC’s goal in creating early and continuing educational pathways for emerging cybersecurity professionals, ultimately preparing students to enter the cybersecurity workforce. From his time in Congress and before that at Pitt Cyber, Congressman Deluzio knows that cyber threats bring great risk to our country. He is proud to support CCBC as they continue to prepare our students to address the work force needs in Western Pennsylvania.

Upcoming Grant Deadlines

Federal Funding

The Environmental Protection Agency is accepting applications for the FY26 Brownfields Job Training (JT) Grants. This grant funds programs that recruit, train and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Apply by September 26, 2025.  

The Department of Labor is accepting applications for the Revitalizing Domestic Manufacturing by Developing the Next Generation of America’s Shipbuilders through International Partnerships grant. The 4-year project will create an international shipbuilding fellowship and training development program that would facilitate the training of U.S. workers in allied countries with advanced shipbuilding expertise, as well as the development of a specialized internationally recognized trade curricula to enable subsequent training in the United States. Apply by September 26, 2025.  

The Office of Naval Research is accepting applications for the FY25 Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology award. This funding will go towards projects that offer potential for advancement and improvement of Navy or Marine Corps operations. Apply by September 30, 2025.  

The National Endowment for the Humanities is accepting applications for the Humanities Research Centers on Artificial Intelligence. This grant aims to support a more holistic understanding of artificial intelligence (AI) in the modern world through the creation of new humanities research centers on AI at eligible institutions. Apply by October 1, 2025.  

The Small Business Administration recently launched its first-ever loan program dedicated to supporting America’s small manufacturers, which makes up 98% of all U.S. manufacturers. The 7(a) Manufacturer’s Access to Revolving Credit (MARC) Loan Program will offer working capital for small businesses engaged in manufacturing (NAICS 31-33), specifically designed to provide maximum flexibility and minimal red tape. Effective October 1, 2025.  

The Environmental Protection Agency is accepting applications for the Midsize and Large Drinking Water System Infrastructure Resilience and Sustainability Program. This grant program assists medium and large size public water systems with protecting drinking water sources from natural hazards, extreme weather events, and cybersecurity threats. Apply by October 6, 2025.  

The Department of Health and Human Services is accepting applications for the Small Business Translator: MedTech and Digital Health Technologies. The purpose of this funding is to encourage small business concerns to pursue translational activities and clinical studies to advance the development of technologies to prevent, monitor, and treat disorders within the mission of participating Institutes, Centers, and Offices. Apply by October 20, 2025.  

The Department of Justice is accepting applications for the OJJDP FY25 Internet Crimes Against Children Task Force National Training Program. This funding supports organizations to design and deliver training to support the Internet Crimes Against Children (ICAC) task force network. Apply by October 21, 2025.  

The Department of Justice is accepting applications for the OJJDP FY25 Multistate Mentoring Programs grant. This funding will support the implementation and delivery of mentoring services to youth populations that are at risk for delinquency, victimization, and juvenile justice system involvement. Apply by October 21, 2025.  

The Department of Justice is accepting applications for the BJA FY25 Office of Justice Programs Community Based Violence Intervention and Prevention Initiative (CVIPI), supporting law enforcement efforts to reduce violent crime and improve police-community relations through a range of cross-sector enforcement, prevention, and intervention strategies that leverage active collaboration with communities. Apply by October 27, 2025.  

The Department of Justice is accepting applications for the BJA FY25 Body-Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies. This funding provides federal support to publicly funded law enforcement and correctional agencies for the purchase or lease of body-worn cameras (BWCs) and the development of comprehensive BWC programs. Apply by October 27, 2025.  

The Department of Energy’s National Renewable Energy Laboratory is accepting applications for the Energy to Communities Peer-Learning Cohorts, providing free technical assistance to work with other communities to discuss strategy and learn best practices for energy projects. Apply by October 31, 2025.  

The National Archives and Records Administration is accepting applications for the Archival Projects grant. This grant supports projects that promote access to America’s historical records to encourage understanding of our democracy and history. Apply by November 5, 2025.  

The National Science Foundation is accepting applications for the Cyberinfrastructure for Sustained Scientific Innovation grant. This grant seeks to enable funding opportunities that are flexible and responsive to the evolving and emerging needs in cyberinfrastructure (CI). Apply by December 1, 2025.  

The Department of Veteran Affairs is soon accepting applications for the Veterans Legacy Grant Program. This grant fosters student research opportunities using the stories interred in VA’s national cemeteries and VA grant-funded cemeteries. Estimated closing date is April 17, 2026.  
  

State Funding

The PA Department of Community and Economic Development is accepting applications for the Municipal Assistance Program, assisting local governments to plan for and efficiently implement a variety of policies, programs, or projects. Apply by October 1.  

The PA Department of Environmental Protection is accepting applications for the Environmental Education Grants, providing funds to support a wide range of environmental education projects including meaningful, hands-on programs for students, teacher training workshops, and community conservation projects for adults. Apply by November 14, 2025.  

The PA Department of Community and Economic Development is accepting applications for the Local Share Account (LSA) – Statewide grant. This grant is designed to support projects in the public interest, improving the quality of life of citizens in the community. Apply by November 30, 2025.  

Funding Tips and Reminders

5 Ways to Avoid Becoming a Victim of Grant Fraud or Scams is a community blog post from grants.gov that provides guidance and tips to protect yourself and your organization from scams and fraud. It also provides important contact information and links if you encounter scams or fraud.  

Each September, National Preparedness Month encourages and reminds Americans to be prepared for disasters or emergencies in their homes, businesses, and communities. This year’s National Preparedness Month theme is Preparedness Starts at Home.

Given that grant programs are fluctuating by agency, my team and I highly recommend that you follow relevant agency newsletters and check grants.gov to see what grants are canceled, paused, or may have changed eligibility criteria.
