October Monthly Grants Newsletter

Dear Friend,

My office is still open and working for you during this government shutdown. I’ve been down to Washington multiple times since the shutdown started—making myself available to hammer out a compromise deal to re-open the government and lower healthcare costs. Unfortunately, Republican House leadership has cancelled votes in the House for more than a month. Nonprofits, small businesses, and municipal leaders know firsthand how bad government shutdowns are for our communities. I’m sure many of you have questions about your federal grants and contracts. Although communication with federal agencies and departments has been worse this past month, my team and I will always be available to support you in locating federal services, including federal funding opportunities.

Government Shutdown Resources

The federal government ran out of funding at 11:59pm on Tuesday, September 30th. Congressman Deluzio's offices in Pennsylvania and Washington, D.C. are still open and available to constituents. Congressman Deluzio has created a Government Shutdown Resource Guide to provide information about what a government shutdown means for the people of Western PA. 

Congressman Deluzio held a Telephone Town Hall on the Government Shutdown earlier this month and more than 12,000 callers tuned in to ask questions. You can listen to the one-hour Telephone Town Hall on Congressman Deluzio’s YouTube page.  

Upcoming Grant Deadlines

Federal Funding

The Department of Energy’s National Renewable Energy Laboratory is accepting applications for the Energy to Communities Peer-Learning Cohorts, providing free technical assistance to work with other communities to discuss strategy and learn best practices for energy projects. Apply by October 31, 2025.   
 
The National Archives and Records Administration is accepting applications for the Archival Projects grant. This grant supports projects that promote access to America’s historical records to encourage understanding of our democracy and history. Apply by November 5, 2025.   
 
The National Science Foundation is accepting applications for the Cyberinfrastructure for Sustained Scientific Innovation grant. This grant seeks to enable funding opportunities that are flexible and responsive to the evolving and emerging needs in cyberinfrastructure (CI). Apply by December 1, 2025.   

The Department of Agriculture is accepting applications for the Fiscal Year 2026 Farm to School Grant Program. The purpose of this grant is to improve access to local foods in eligible Child Nutrition Program (CNP) sites through comprehensive farm to CNP programming that includes local sourcing and agricultural education efforts. Apply by December 5, 2025.  

The National Endowment for the Humanities is accepting applications for the National Digital Newspaper Program. The program will create a national digital resource of historically significant newspapers published between 1960 and 1963 from all states and U.S. jurisdictions. Apply by January 15, 2026.  
 
The Department of Veterans Affairs is soon accepting applications for the Veterans Legacy Grants Program. This grant fosters student research opportunities using the stories interred in VA’s national cemeteries and VA grant-funded cemeteries. Estimated closing date is April 17, 2026.  


State Funding 

The PA Department of Transportation is accepting applications for the Transportation Alternatives Set-Aside (TASA) grant program. This grant provides funding for projects and activities defined as transportation alternatives, including on-and-off road and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities, and environmental mitigation, trails that serve a transportation purpose, and safe routes to school projects. Apply by October 31, 2025.  

The PA Department of Environmental Protection is accepting applications for the PA Grid Resilience Grants program. This competitive grant will go towards providing financial assistance to improve the all-hazards resilience of the electric grid and precent disruptive events. Apply by November 6, 2025.  

The PA Department of Environmental Protection is accepting applications for the Driving PA Forward – Pennsylvania Freight Innovations in Transportation Grant Program. This competitive grant was developed to improve air quality statewide by driving transformation from older, high-polluting diesel engines to clean transportation technologies. Apply by November 14, 2025.  

The PA Department of Environmental Protection is accepting applications for the Environmental Education Grants, providing funds to support a wide range of environmental education projects including meaningful, hands-on programs for students, teacher training workshops, and community conservation projects for adults. Apply by November 14, 2025.   

The PA Department of Health is accepting applications for the Community-based Health Care Program. This program helps to expand and improve primary health care access and service, reduce unnecessary utilization of hospital emergency services, and to encourage collaborative relationships among community-based health care clinics, hospitals and other health care providers. Apply by November 17, 2025.  
 
The PA Department of Community and Economic Development is accepting applications for the Local Share Account (LSA) – Statewide grant. This grant is designed to support projects in the public interest, improving the quality of life of citizens in the community. Apply by November 30, 2025.   

Funding Tips and Reminders

Given that grant programs are fluctuating by agency, Congressman Deluzio and his team highly recommend that you follow relevant agency newsletters and check grants.gov to see what grants are canceled, paused, or may have changed eligibility criteria.    
 
Congressman Deluzio's office will continue to monitor these developments and fight to make sure federal funding keeps flowing to projects that make life better for Western Pennsylvanians. If you are the recipient of a federal grant and have been notified that this funding is no longer available to you or you are experiencing other issues accessing your lawfully appropriated funds, please share your concerns with Congressman Deluzio's office at PA17Grants@mail.house.gov.
