January Monthly Grants Newsletter
Dear Friend,
I am proud to announce that I have secured the most community project funding out of any U.S. House Democrat this year. This past week, I successfully got more than $185 million in federal funding for Western PA included in spending bills passed by the U.S. House of Representatives and Senate. This includes almost $184 million for the mega project to modernize the Montgomery Locks & Dam along the Ohio River in Beaver County, which will boost our regional economy and support good union jobs. Now the bill is awaiting the President’s signature to become law.
Last week, we celebrated another community project funding win—I joined Ambridge Borough officials, State Rep. Rob Matzie, and community members to present a check for more than $1 million to support Ambridge’s new recreation center.
A key part of my job is bringing back federal funding to Western Pennsylvania. These wins are historic, and I’ll keep working to bring home more investment as the next spending bills work through the Congress. Celebrating the Good People of PA-17
This month, the Office of Congressman Deluzio would like to highlight three organizations in Pennsylvania’s 17th Congressional District that will be receiving $182,422 in public safety federal grant funding. These grant funding recipients include Scott Township Police Department, Crisis Center North, Inc., and the Alle-Kiski Area Hope Center.
This funding was provided through the Pennsylvania Commission on Crime and Delinquency (PCCD) using federal funds from the Department of Justice’s grant programs. Scott Township Police Department will use their award to hire a full-time social worker to their team. Crisis Center North, Inc. and Alle-Kiski Area Hope Center will use their awards to provide supportive services to victims of domestic violence. Upcoming Grant Deadlines
Federal Funding
The Department of Transportation is accepting applications for the National Railroad Partnership Program / Federal-State Partnership for Intercity Passenger Rail (FSP) Grant. This program provides funding for capital projects that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service, including privately operated intercity passenger rail service. Apply by February 6, 2026. The Department of Housing and Urban Development is accepting applications for the FY25 Continuum of Care (CoC) Competition and Youth Homeless Demonstration Program Grants. The CoC program is designed to fund organizations that can help quickly rehouse homeless individuals and families, to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness. Apply by February 9, 2026.
The National Endowment for the Arts is accepting applications for the Grants for Arts Projects program. This grant provides project-based funding for organizations that enable Americans throughout the nation to experience the arts, foster and celebrate America’s artistic heritage and cultural legacy, and benefit from arts education at all stages of life. Apply by February 12, 2026.
The Department of Health and Human Services is accepting applications for the Drug-Free Communities Support Program (Year 6 – FY25 Cohort). This program was established to help strengthen the efforts of community coalitions working to prevent and reduce substance use among youth. This funding opportunity will fund applicants who have concluded the first (Year 1 – 5) funding cycle or have experienced a lapse in funding. Apply by February 12, 2026.
The Department of Veterans Affairs is accepting applications for the Grant and Per Diem (GPD) Transition in Place grant program. This program provides funding to community-based organizations to provide Transition in Place (TIP) supportive housing services to facilitate Veteran engagement in permanent housing. Apply by February 17, 2026.
The Department of Veterans Affairs is accepting applications for the FY27 Supportive Services for Veteran Families program. Supportive services grants are awarded to selected private non-profit organizations and consumer cooperatives that will assist very low-income Veteran families residing in or transitioning to permanent housing. Apply by February 19, 2026. The Department of Justice is accepting applications for the FY25 Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities. This program seeks to support public safety efforts to reduce deaths and injuries of people living with forms of dementia or developmental disabilities who wander from safe places. Apply by February 20, 2026.
The Department of Transportation is accepting applications for the FY26 National Infrastructure Investments program, also known as the Better Utilizing Investments to Leverage Development (BUILD) program. This grant provides funding for surface transportation infrastructure projects with significant local or regional impact. Apply by February 24, 2026.
The Department of Justice is accepting applications for the FY25 Housing Assistance for Victims of Human Trafficking program. This funding will go towards providing housing and supportive services to victims of human trafficking. Apply by February 24, 2026.
The Department of Justice is accepting applications for the FY25 Preventing Trafficking of Girls program. This funding will go towards developing or enhancing prevention and early intervention services for girls who are at risk of, or are victims of, sex and/or labor trafficking. Apply by February 24, 2026.
The Department of Housing and Urban Development is accepting applications for the FY25 Choice Neighborhoods Implementation Grants program. This program supports the implementation of a comprehensive plan that focuses on revitalization of a severely distressed public housing and/or HUD-assisted housing project, while also improving the surrounding neighborhood and providing supportive services to improve quality of life outcomes for residents of the target housing project. Apply by March 9, 2026. State Funding
The PA Commission on Crime and Delinquency is accepting applications for the Substance Abuse Education and Demand Reduction program (Category 1, 2, and 3). The primary purpose of these funds is to support projects designed to educate the public about the dangers of substance abuse and/or reduce demand for these substances. Apply by February 23, 2026. The PA Department of Military and Veterans Affairs is accepting applications for the Veteran Service Officer Grant Program. To assist these organizations in improving the lives of veterans, Pennsylvania provides grants to designated veterans’ service organizations. The four Pennsylvania veterans’ service organizations designated by law to receive the grants are the American Legion, Veterans of Foreign War, American Veterans and Disabled American Veterans. In addition, DMVA may designate other veterans’ service organizations to be eligible for grants provided the organization is a member of the Pennsylvania State Veterans’ Commission and an active participant in the Commission. Apply by February 27, 2026.
The PA Historical and Museum Commission is accepting applications for the Keystone Historic Preservation Planning Grants and the Keystone Historic Preservation Construction Grants. This funding will be used for projects involving planning, pre-development, preservation, restoration, or rehabilitation construction activities that support historic resources that are listed in or eligible for listing in the National Register of Historic Places. Apply by March 2, 2026. PA Department of Environmental Protection is accepting applications for the Small Business Advantage Grant. This grant program provides assistance to small businesses (100 or fewer employees) to undertake energy efficiency, pollution prevention, or natural resource protection projects designed to enhance a small business’s competitiveness while simultaneously improving the environment for Pennsylvania residents. Apply by March 16, 2026. The PA Department of Human Services is accepting applications for the Low-Income Home Energy Assistance Program (LIHEAP). LIHEAP provides cash grants to help Pennsylvania families pay their heating bills. Apply online from December 3, 2025, to April 10, 2026. |
Funding Tips and Reminders
The National League of Cities (NLC) is offering a Combined Clean and Drinking Water State Revolving Fund Workshop on February 5, 2026, at 12:00pm ET. The Clean and Drinking Water State Revolving Funds (C/DWSRF) provide low-interest financing to help communities address urgent water challenges and upgrade water quality infrastructure. From replacing lead service lines to upgrading wastewater systems, these funds support a wide range of critical infrastructure projects. This workshop will explore how cities can tap into C/DWSRF resources to address local water needs and meet public health and environmental standards. Sign up here for the webinar.
Grants.gov offers a Training Resources and Videos webpage for whether you need a high-level introduction to the Grants.gov application process or you are looking for a step-by-step explanation of a particular applicant task.
5 Ways to Avoid Becoming a Victim of Grant Fraud or Scams is a community blog post from grants.gov that provides guidance and tips to protect yourself and your organization from scams and fraud. It also provides important contact information and links if you encounter scams or fraud.
Given that grant programs are fluctuating by agency, Congressman Deluzio and his team highly recommend that you follow relevant agency newsletters and check grants.gov to see what grants are canceled, paused, or may have changed eligibility criteria.
