February Monthly Grants Newsletter

Dear Friend,

I am proud to announce some big news, out of 435 U.S. House members, I was #3 across the country and the top U.S. House Democrat in securing community project funding in the 2026 federal spending bills. Bringing home more than $190 million dollars for our district is a big deal—and will make a difference here at home.  

These community projects will help fund road safety improvements, replace our aging bridges and water systems, give our local cops more resources, upgrade community centers, and expand trails in our region. Pennsylvania’s 17th Congressional District has already received more than $4.8 billion in federal funds since I took office, and I will keep up the fight to bring home resources to Western Pennsylvania.

Celebrating the Good People of PA-17

This month, Congressman Deluzio would like to highlight the Borough of Dormont’s $208,000 Safe Streets and Roads for All (SS4A) grant from the U.S. Department of Transportation.  
 
Dormont will use this grant award to survey and audit intersections, update its Safety Action Plan, engage the public, pilot quick-build traffic safety demonstrations like temporary paint and curb construction, and evaluate the effectiveness of these interventions using speed measurements and other metrics to inform future projects.

Upcoming Grant Deadlines

Federal Funding

The Department of Transportation is accepting applications for the Port Infrastructure Development Program (PIDP). This program provides funding for projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around, or within ports, including the improvement of facilities within or outside of and directly related to operations of, or an intermodal connection to, coastal seaports, inland river ports, and Great Lakes ports. Apply by February 28, 2026.  
 
The Department of Labor is accepting applications for the Homeless Veterans’ Reintegration Program (HVRP). To help address the number of veterans who are homeless or at risk of becoming homeless, Veterans Employment and Training Service (VETS) requires HVRP grant recipients to provide services tailored to each veteran’s needs using a case management approach. Apply by March 6, 2026.  

The Department of Housing and Urban Development is accepting applications for the FY25 Choice Neighborhoods Implementation Grants program. This program supports the implementation of a comprehensive plan that focuses on revitalization of a severely distressed public housing and/or HUD-assisted housing project, while also improving the surrounding neighborhood and providing supportive services to improve quality of life outcomes for residents of the target housing project. Apply by March 9, 2026.   

The Department of Housing and Urban Development is accepting applications for the Lead Hazard Reduction Capacity Building Grant Program. The purpose of this program is to assist states and Federally recognized Native American Tribes that have a U.S. Environmental Protection Agency-authorized lead abatement certification program. Apply by March 10, 2026
 
The Institute of Museum and Library Services is accepting applications for the Museum Grants for American Latino History and Culture program. This program supports projects that build capacity of American Latino history and culture museums to service their communities as well as projects that broadly advance the growth and development of a professional workforce in American Latino institutions. Apply by March 13, 2026.  

The Institute of Museum and Library Services is accepting applications for the Museum Grants for African American History and Culture program. The program supports projects that nurture museum professionals, build institutional capacity, and increase access to museum and archival collections at African American museums and Historically Black Colleges and Universities (HBCUs). Apply by March 13, 2026.  

The Institute of Museum and Library Services is accepting applications for the Inspire Grants for Small Museums program. This grant is a special initiative of the Museums for America grant program designed to support small museums of all disciplines in project-based efforts to service the public. Apply by March 13, 2026.  

AmeriCorps is accepting applications for Fiscal Year 2026 AmeriCorps Seniors RSVP Competition. Established in 1971 and now one of the largest senior volunteer programs in the nation, AmeriCorps Seniors RSVP engages people ages 55 and older in a diverse range of volunteer activities. AmeriCorps Seniors RSVP volunteers tutor children, help prepare simple taxes, assist victims of natural disasters, provide nutrition/food support, facilitate opioid and substance abuse education workshops, and serve in their communities in many other ways. Apply by March 26, 2026.  

The Department of Housing and Urban Development recently announced the funding availability of Resident Opportunities and Self-Sufficiency (ROSS) Emergency Funding. These awards are a one-time funding opportunity designed to allow awardees to respond quickly to unexpected disasters and urgent social needs in HUD-assisted communities, offering $150,000 to $250,000 for service coordination and direct service support. Funding is available on a rolling basis until the funds are exhausted. You can apply by following the steps on this form

 

State Funding

The PA Department of Military and Veterans Affairs is accepting applications for the Veteran Service Officer Grant Program. To assist these organizations in improving the lives of veterans, Pennsylvania provides grants to designated veterans’ service organizations. The four Pennsylvania veterans’ service organizations designated by law to receive the grants are the American Legion, Veterans of Foreign War, American Veterans and Disabled American Veterans. In addition, DMVA may designate other veterans’ service organizations to be eligible for grants provided the organization is a member of the Pennsylvania State Veterans’ Commission and an active participant in the Commission. Apply by February 27, 2026.   

The PA Commission on Crime and Delinquency is accepting applications for the 2025-26 School Safety and Mental Health Grants program. The objective of this program is to offer an opportunity for school entities to use funding to address school safety needs. Apply by February 27, 2026.  
 
The PA Historical and Museum Commission is accepting applications for the Keystone Historic Preservation Planning Grants and the Keystone Historic Preservation Construction Grants. This funding will be used for projects involving planning, pre-development, preservation, restoration, or rehabilitation construction activities that support historic resources that are listed in or eligible for listing in the National Register of Historic Places. Apply by March 2, 2026.  

The PA Department of Community & Economic Development is accepting applications for the Public School Facility Improvement Grant Program. This program provides funding to public school districts and area career and technical schools for eligible facility improvement projects. Apply by March 13, 2026.  
 
The PA Department of Environmental Protection is accepting applications for the Small Business Advantage Grant. This grant program provides assistance to small businesses (100 or fewer employees) to undertake energy efficiency, pollution prevention, or natural resource protection projects designed to enhance a small business’s competitiveness while simultaneously improving the environment for Pennsylvania residents. Apply by March 16, 2026.   
  
The PA Department of Human Services is accepting applications for the Low-Income Home Energy Assistance Program (LIHEAP). LIHEAP provides cash grants to help Pennsylvania families pay their heating bills. Apply online from December 3, 2025, to April 10, 2026.   

The PA Department of Community & Economic Development is accepting applications for the Solar for Schools (S4S) Program. These grants will aid in the purchase and installation of solar equipment, permit fees, energy storage, and utility interconnection. Applications will be accepted on a rolling basis until funds are depleted.

Funding Tips and Reminders

The Community Development Financial Institutions (CDFI) Fund’s monthly Community Development Financial Institution Certification webinars are intended to serve as a forum for potential CDFI Certification Applicants, Certified CDFIs, and other CDFI Certification stakeholders to ask questions and discuss the CDFI Certification process. The webinars are open to the public and do not require advanced registration. The next webinar is scheduled for March 19, 2026, from 3-4pm.  

Given that grant programs are fluctuating by agency, Congressman Deluzio and his team highly recommend that you follow relevant agency newsletters and check grants.gov to see what grants are canceled, paused, or may have changed eligibility criteria.    

Congressman Deluzio's office will continue to monitor these developments and fight to make sure federal funding keeps flowing to projects that make life better for Western Pennsylvanians. If you are the recipient of a federal grant and have been notified that this funding is no longer available to you or you are experiencing other issues accessing your lawfully appropriated funds, please share your concerns with Congressman Deluzio's office at PA17Grants@mail.house.gov.
