June Monthly Grants Newsletter
Dear Friend,
When I’m not down in Washington for votes, I’m home in Western PA, listening to folks and celebrating federal funding wins across our district. This past May, I joined a town hall conversation with local workers and retirees to talk about jobs, trade, and so much else affecting American manufacturing.
I’m always grateful for the opportunity to hear from folks directly, and I’m here to fight for what matters to you and your family. As we head into the summer, please let me and my team know if we can help you with any federal agency or finding federal funding.

Celebrating the Good People of PA-17
This month, Congressman Deluzio would like to highlight Allegheny County’s $3,000,000 funding award from the Transportation Alternatives Set-Aside Program.
The Redevelopment Authority of Allegheny County (RAAC) will administer $1,500,000 for the acquisition of approximately 3.4 miles of inactive Pittsburgh & Ohio Central Railroad property to allow the corridor to be converted into multimodal trail space, extending the 29-mile Panhandle Trail into downtown Carnegie, Scott Township, and Heidelberg Borough. Congressman Deluzio specifically secured $850,000 in federal community project funding for this effort. Additionally, Allegheny County Economic Development (ACED) will administer $1,500,000 to partner with Bike Share Pittsburgh, the nonprofit owner and operator of the POGOH bikeshare system, on Phase 4 of the network's regional expansion. The $3 million in awards reflects a growing coalition of local, state, and federal partners committed to building a more connected, equitable, and sustainable transportation network across the region.

Federal Funding
The Department of Homeland Security is accepting applications for the FY25 Assistance to Firefighters Grants (AFG) Program. This program aims to deliver essential resources to equip and train emergency personnel to meet recognized standards. Apply by June 22, 2026. The Department of Homeland Security is accepting applications for the Staffing for Adequate Fire and Emergency Response (SAFER) Program. This funding program was created to provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, "front line" firefighters available in their communities. Apply by June 22, 2026. The Department of Homeland Security is accepting applications for the Fire Prevention and Safety (FP&S) Program. This funding program supports projects that enhance the safety of the public and firefighters from fire and related hazards. The primary goal is to reduce injury and prevent death among high-risk populations. Apply by June 22, 2026. The Department of Justice is accepting applications for the FY26 Services for Victims of Technology-Facilitated Abuse grant. This opportunity supports victim services to address technology-facilitated abuse (TFA). TFA includes, but is not limited to, crimes commonly referred to as image-based sexual abuse, non-consensual distribution of intimate images, sextortion, synthetic intimate images (“deepfakes”), online stalking, harassment, and abuse. Apply by June 23, 2026.
The Department of Transportation is accepting applications for the Consolidated Rail Infrastructure & Safety Improvements (CRISI) Grant Program. This funding will support a wide range of projects within the United States to improve road safety, efficiency, and reliability; mitigate congestion at both intercity passenger rail and freight rail chokepoints to support more efficient travel and goods movement; and enhance multi-modal connections. Apply by June 25, 2026. The Department of Transportation is accepting applications for the FY26 Rail Vehicle Replacement Grant. This program makes funding available competitively to help fund capital projects to replace rail rolling stock. For the purposes of this program, rail rolling stock is defined as revenue service, passenger carrying vehicles, or propulsion (locomotives) vehicles necessary for the provision of public transportation. Apply by July 6, 2026. The Department of Housing and Urban Development is accepting applications for the FY25 Rural Capacity Building for Community Development and Affordable Housing Grants program. The Rural Capacity Building program enhances the capacity and ability of rural housing development organizations, Community Development Corporations (CDCs), Community Housing Development Organizations (CHDOs), rural local governments, and Indian tribes (eligible beneficiaries) to carry out affordable housing and community development activities in rural areas for the benefit of low- and moderate-income families and persons. Apply by July 6, 2026.
The Department of Homeland Security is accepting applications for the FY26 Emergency Management Performance Grant Program. The primary objective is to assist state, local, tribal, and territorial emergency management agencies to implement the National Preparedness System and to support the National Preparedness Goal of a secure and resilient nation. Apply by July 15, 2026. The Department of Homeland Security is accepting applications for the FY26 Emergency Operations Center Grant Program. This program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. Apply by July 15, 2026. The Department of Homeland Security is accepting applications for the FY24 and FY25 Building Resilient Infrastructure and Communities (BRIC) grant. Funding from this program will go towards hazard mitigation activities. It does so by recognizing the need to upgrade and modernize the nation’s infrastructure against the growing risks to communities and the need for natural hazard risk mitigation activities that promote resilience with respect to natural hazards. Apply by July 23, 2026. The Department of Homeland Security is accepting applications for the FY24 Flood Mitigation Assistance program. This funding will go towards initiatives that reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP) in participating communities. Apply by August 6, 2026.
The Department of Agriculture is accepting applications for the Water and Waste Disposal Predevelopment Planning Grants in Pennsylvania. This program helps eligible low-income communities plan and develop applications for proposed USDA Rural Development water or waste disposal projects. Applications are accepted on an ongoing basis from now until September 30, 2026.
The Department of Housing and Urban Development is accepting applications for the ROSS Rapid Response Program. The ROSS Rapid Response Program (RRP) awards one-time assistance via a cost-reimbursable grant for service coordination and limited direct services for residents of HUD-assisted housing. Apply by January 25, 2027.
State Funding
The PA Department of Transportation is accepting applications for the Automated Red-Light Enforcement (ARLE) Transportation Enhancement Grant program. The 2026 program will continue to prioritize safety enhancements considering both PennDOT's Safety Network Screening methods for the project location and Crash Modification Factors associated with proposed improvements. Apply by June 30, 2026.
The PA Department of Community and Economic Development is accepting applications for the Business in Our Sites Grants/Loans (BOS). This funding is used to empower communities to attract growing and expanding businesses by helping them build an inventory of ready sites. Apply by June 30, 2026.
The PA Commission on Crime and Delinquency is accepting applications for the FY 26/27 Byrne Justice Assistance Grant (JAG). This formula grant program provides states, tribes and local governments with critical funding necessary to support personnel, equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice or civil proceedings. Apply by July 14, 2026. The PA Department of Community and Economic Development is accepting applications for the Multimodal Transportation Fund (MTF). This program provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to the residents of the commonwealth. Apply by July 31, 2026. |
Funding Tips and Reminders
You can go to MySBA Certifications to learn how to get certified for federal contracting. Benefits of certification may include access to sole-source and competitive set-aside contracts, assistance from federal procurement experts, and priority access to federal surplus property. Find out if you should apply for SBA Certifications here. The EPA recently launched a new initiative called PFAS OUTreach. This new effort proactively works with communities and water systems to reduce exposure to PFOA and PFOS in drinking water, years ahead of compliance with federal regulatory requirements. All water systems will be able to access PFAS OUT resources and can secure technical assistance through EPA’s RealWaterTA.
Given that grant programs are fluctuating by agency, Congressman Deluzio and his team highly recommend that you follow relevant agency newsletters and check grants.gov to see what grants are canceled, paused, or may have changed eligibility criteria.
Congressman Deluzio's office will continue to monitor these developments and fight to make sure federal funding keeps flowing to projects that make life better for Western Pennsylvanians.
