July Monthly Grants Newsletter 

Dear Friend,

When I’m not down in Washington for votes, I’m home in Western PA, listening to folks and celebrating federal funding wins across our district. For example, earlier this month I was able to stop by Straub Farms in Darlington and Brunton Dairy in Independence to hear from our local farmers. I’m always grateful for the opportunity to hear from folks directly, and I’m here to fight for what matters to you and your family. As we head into the fall, please let me and my team know if we can help you with any federal agency or finding federal funding.

Celebrating the Good People of PA-17

This month, Congressman Deluzio would like to highlight Bellevue Borough’s $720,000 federal funding award from the Environmental Protection Agency (EPA).  
 
Bellevue Borough is receiving federal funding for upgrades to their sewer infrastructure. The goal of this project is to restore and improve the sanitary sewer infrastructure along Straw Avenue while ensuring long-term system reliability. The project will reconstruct and stabilize the collapsed sewer line, preventing further roadway failures and public safety hazards. This funding was administered through Fiscal Year 2023 Community Project Funding, more specifically through the EPA’s Clean Water State Revolving Fund.

Upcoming Grant Deadlines

Federal Funding

The Department of Justice is accepting applications for the FY26 Law Enforcement Mental Health and Wellness Act Program. The Department of Justice will fund the delivery of and access to mental health and wellness services for law enforcement officers and their families through the implementation of peer support, training, family resources, suicide prevention, stress reduction, clinical support, and other promising practices for wellness programs. Part 1 of your application is due by July 30, 2026. Part 2 of your application is due by August 5, 2026.  

The Appalachian Regional Commission is accepting applications for the READY Local Governments Program. This program provides training to help local government officials better identify, secure, manage and implement federally funded economic development projects to maximize outcomes. Apply by July 31, 2026.  

The Department of Justice is accepting applications for the FY26 School Violence Prevention Program. This program aims to improve security at schools and on school grounds in the jurisdiction of the grantee through evidence-based school safety programs and technology. Part 1 of your application is due by August 4, 2026. Part 2 of your application is due by August 11, 2026.  
 
The Department of Homeland Security is accepting applications for the FY24 Flood Mitigation Assistance Program. This funding will go towards initiatives that reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP) in participating communities. Apply by August 6, 2026.  

The Department of Education is accepting applications for the Promise Neighborhoods Program. The transformative vision of the Promise Neighborhoods initiative is that all children and youth growing up in Promise Neighborhoods have access to great schools and strong systems of family and community support. Apply by August 6, 2026.  

The Environmental Protection Agency is accepting applications for the Training and Technical Assistance (TA) Program for Rural, Small, and Tribal Wastewater Systems. On June 17, 2026, EPA announced the availability of $25.5 million in new technical assistance funding under the Clean Water Act to help small, rural, and Tribal communities address wastewater and water quality challenges. Apply by August 14, 2026.  

The Department of Justice is accepting applications for the FY26 Community Policing Development Microgrants Program. This program provides funding to local, state, tribal, and territorial law enforcement agencies to implement demonstration or pilot projects that work to solve problems in the agency or community, to advance crime fighting, community engagement, problem solving, or organizational changes in support of community policing. Part 1 of your application is due by August 17, 2026. Part 2 of your application is due by August 24, 2026.   

The Department of Housing and Urban Development is accepting applications for the FY26 Continuum of Care Competition and Youth Homelessness Demonstration Program. The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. Apply by August 26, 2026.  

The Department of Agriculture is accepting applications for the Water and Waste Disposal Predevelopment Planning Grants in Pennsylvania. This program helps eligible low-income communities plan and develop applications for proposed USDA Rural Development water or waste disposal projects. Applications are accepted on an ongoing basis from now until September 30, 2026. 

The Department of Agriculture is accepting applications for the Agriculture and Food Research Initiative. This program is designed to improve rural economies, increase food production, stimulate the bioeconomy, mitigate impacts of climate variability, address water availability issues, ensure food safety and security, enhance human nutrition, and train the next generation of the agricultural workforce. Apply by December 31, 2026. 

The Department of Housing and Urban Development is accepting applications for the ROSS Rapid Response Program. The ROSS Rapid Response Program (RRP) awards one-time assistance via a cost-reimbursable grant for service coordination and limited direct services for residents of HUD-assisted housing. Apply by January 25, 2027.  

State and Local Funding 

The PA Department of Community and Economic Development is accepting applications for the  Multimodal Transportation Fund (MTF). This program provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to the residents of the Commonwealth. Apply by July 31, 2026.  

The PA Department of Community and Economic Development is accepting applications for the Sports Marketing and Tourism Account Program. The purpose of this program is to attract high-quality, amateur, and professional sporting and e-sports events to this Commonwealth with the goal of advancing and promoting year-round tourism, economic impact, and quality of life through sport. Apply by August 12, 2026.  

The Redevelopment Authority of Allegheny County (RAAC) is accepting applications for the Gaming Economic Development and Tourism Fund. This grant program allows municipalities, authorities, councils of government (COGs), and both non- and for-profit businesses to carry out significant economic development for current and future use within Allegheny County. Apply by August 14, 2026.  

The PA Department of Transportation is accepting applications for the Career and Technical Education Grant. This program incentivizes Pennsylvania educational institutions to expand or develop new technical training curriculum within the heavy highway industry. Apply by September 1, 2026.  

Funding Tips and Reminders

AmeriCorps, in partnership with FEMA, is accepting applications for FEMA Corps. This program is a full-time, 10-month, team-based service program for young adults. FEMA Corps members primarily support FEMA through administrative and operational tasks that strengthen coordination, planning, and mission delivery. Apply to be a Team Leader by September 30, 2026, and apply to be a member by October 19, 2026.  

Learn more about the EPA’s Cybersecurity Resources for Drinking Water and Wastewater Systems. Cyber-attacks against public water systems are increasing. Implementing basic cyber hygiene practices can help your utility prevent, detect, respond, and recover from cyber incidents.  

Given that grant programs are fluctuating by agency, Congressman Deluzio and his team highly recommend that you follow relevant agency newsletters and check grants.gov to see what grants are canceled, paused, or may have changed eligibility criteria.    

Congressman Deluzio's office will continue to monitor these developments and fight to make sure federal funding keeps flowing to projects that make life better for Western Pennsylvanians. If you are the recipient of a federal grant and have been notified that this funding is no longer available to you or you are experiencing other issues accessing your lawfully appropriated funds, please share your concerns with Congressman Deluzio's office at PA17Grants@mail.house.gov.
