September Monthly Grants Newsletter

Dear Friend,

Over my last three plus years as our Congressman, I’ve kept up the fight to bring home federal dollars to our community—and we’re seeing the benefits. I helped bring back more than $190 million directly to Western PA in the 2026 federal spending bills, including $1,300,000 to Crafton for safety improvements outside of Crafton Elementary School. Celebrating the Good People of PA-17

This month, Congressman Deluzio would like to highlight Flourish Beaver County in receiving $25,000 from the Appalachian Regional Commission.  

Flourish Beaver County exists to eliminate barriers to educational success for Beaver County Students. This local nonprofit provides resources to K-12 students in three specific categories: workforce development, mental health support, and academic readiness. This federal funding comes from Appalachian Regional Commission’s READY Appalachia Grant Program, and this award will specifically support Flourish Beaver County in developing a three-year strategic plan.

Upcoming Grant Deadlines

Federal Funding

The National Endowment for the Humanities is accepting applications for the Scholarly Editions and Translations program. This program supports collaborative teams who edit, annotate, and translate foundational humanities texts that are vital to generating new scholarship but are not available in adequate editions or translations. Apply by September 16, 2026.   

The Department of Transportation is accepting applications for the Buses and Bus Facilities Infrastructure grant program. The Federal Transit Administration (FTA) announced the availability of approximately $21 million in competitive grants under the Buses and Bus Facilities Program to assist in the financing of buses and bus facilities capital projects, including replacing, rehabilitating, purchasing or leasing buses or related equipment, and rehabilitating, purchasing, constructing or leasing bus-related facilities. Apply by September 21, 2026.   

The Environmental Protection Agency is accepting applications for the FY27 Brownfields Job Training Grant competition. This funding helps deliver Brownfields Job Training programs that recruit, train, and place local, unemployed, and underemployed residents with the skills needed to secure full-time employment in the environmental field. Apply by September 23, 2026.  

The Department of Justice is accepting applications for the Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program. Through this program, state, territorial, local, and tribal governments can support law enforcement-related activities, including efforts to locate and investigate illicit activities related to the unlawful distribution of opioids; increase access to prevention programs and overdose reversal medications; and expand treatment and recovery support services in the community, within correctional facilities, and upon reentry. Apply by September 24, 2026.  

The Department of Justice is accepting applications for the Public Safety and Mental Health Initiative Grant Program. This initiative supports coordinated, direct intervention efforts across public safety, justice, mental health, and substance use agencies to increase access to mental health and substance use treatment through civil commitment, institutional treatment, and step-down approaches from pre-arrest through reentry, using accountability measures that ensure compliance with treatment plans. Apply by September 25, 2026.    
  
The Department of Agriculture is accepting applications for the Special Evaluation Assistance for Rural Communities and Households in Pennsylvania (SEARCH) program. This program provides funding to financially distressed rural communities to pay for predevelopment feasibility studies, pre-design assistance and technical assistance for water and waste disposal projects. Apply by September 30, 2026.   

The Department of Agriculture is accepting applications for the Telecommunications Infrastructure Loans & Loan Guarantees program. This program provides financing for the construction, maintenance, improvement and expansion of telephone service and broadband in rural areas. Apply by September 30, 2026.   
 
The Department of Agriculture is accepting applications for the Cold Chain Grants for Emergency Food Assistance program. The Agricultural Marketing Service (AMS) will competitively award funds to one or more recipients to offer subawards for cold storage and distribution equipment to food banks, food pantries, and other emergency food assistance operations to improve their ability to provide high quality meats, eggs, seafood, dairy, and fresh and minimally processed fruits and vegetables to vulnerable Americans. Apply by October 1, 2026. 
  
The Department of Justice is accepting applications for the FY 2026 Edward Byrne Justice Assistance Grant (JAG) Program – Local Formula. This opportunity will provide formula funding to eligible units of local government to, in general, support hiring additional personnel and/or purchase equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice or civil proceedings, including for any one or more of the eleven program areas. Apply by October 9, 2026.   

The Department of Transportation is accepting applications for the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Competitive Grant Program. This initiative provides funding to plan for and make surface transportation more resilient to current and future weather events, natural disasters, and changing conditions, such as severe storms, flooding, drought, levee and dam failures, wildfire, rockslides, mudslides, sea level rise, extreme weather, including extreme temperatures, and earthquakes. Apply by October 9, 2026.  

The Department of Housing and Urban Development is accepting applications for the Fair Housing Initiatives Program - Education and Outreach Initiative.  The purpose of this program is to provide funding to entities to work alongside HUD to "prevent or eliminate discriminatory housing practices.” Apply by November 2, 2026. 

The Department of Agriculture is accepting applications for the Agriculture and Food Research Initiative Competitive Grants Program Education and Workforce Development. This program focuses on developing the next generation of research, education, and extension professionals in the food and agricultural sciences. Apply by December 31, 2026.  

The National Science Foundation is accepting applications for the Training-based Workforce Development for Advanced Cyberinfrastructure program. This program seeks to prepare, nurture, and grow the national scientific research workforce for creating, utilizing, and supporting advanced cyberinfrastructure (CI) to enable and potentially transform fundamental science and engineering (S&E) research and education and contribute to the Nation's overall economic competitiveness and security. Apply by January 21, 2027.  

State Funding

The PA Department of Conservation and Natural Resources is accepting applications for the Motorized Trails and Recreation Grants Program. Projects primarily benefitting ATV or Snowmobile recreational trails and facilities will be selected for this program. Apply by September 30, 2026.  

The PA Department of Community and Economic Development is accepting applications for the Multimodal Transportation Fund. This initiative provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to the residents of the commonwealth. Apply by October 30, 2026. 

The PA Department of Community and Economic Development is accepting applications for the Local Share Account Statewide program. The PA Race Horse Development and Gaming Act (Act 2004-71), as amended, provides for the distribution of gaming revenues through the Commonwealth Financing Authority (CFA) to support projects in the public interest within the Commonwealth of Pennsylvania. Apply by November 30, 2026. 

Funding Tips and Reminders

The Environmental Protection Agency is excited to announce two updated training courses for EPA grant applications and recipients. The EPA Grants Management Training for Applicants and Recipients introduces key aspects of the grant lifecycle, and the EPA Grants Budget Training introduces EPA grant applicants and recipients to key aspects of grant budget development. The Pennsylvania Higher Education Assistance Agency (PHEAA) offers several funding opportunities to help students pay for school while helping build the workforce in PA for in-demand occupations. You can learn more at the PHEAA website.  

Given that grant programs are fluctuating by agency, Congressman Deluzio and his team highly recommend that you follow relevant agency newsletters and check grants.gov to see what grants are canceled, paused, or may have changed eligibility criteria.
