Dear Friend,

Energy independence is not a slogan – it means a better economy, more jobs, and a clean environment. Texans know this better than anyone. We also know it’s possible to combat climate change while at the same time building a prosperous, growing American economy. The health of our environment and the wellbeing of our economy are not mutually exclusive. That’s why I’ve worked to advance commonsense solutions to accomplish both goals, and that’s what I will be advocating for when I travel to Scotland for the United Nations’ Climate Summit this weekend.

According to the U.S. Energy Information Administration, global energy usage will increase by 50% by 2050. We should be looking for ways to meet that demand with American energy – not dirty fuel produced in Russia or Venezuela. American energy is cleaner and cheaper than energy produced by our competitors. According to a study by NETL, one of America’s National Labs, life cycle emissions from exported Russian natural gas are 41% higher than those from American liquefied natural gas. Bolstering our global energy dominance will help reduce global carbon emissions and address climate change.

For these reasons, during the 116th Congress, I introduced the LEADING Act and the New Energy Frontier Act – two bills that confront the challenges posed by climate change while also meeting America’s energy needs. The first bill expands R&D funds for carbon capture, which captures carbon emissions from power plants and reuses them, lowering our overall carbon footprint. This process is already being successfully used in Houston, both at NET Power and Petranova. The second bill creates a carbon utilization hub to find ways to use these captured carbon emissions and is based on a bedrock environmental principle: recycling waste into a powerful commodity

I'm proud to report that the New Energy Frontier as well as the LEADING Act were signed into law as part of December 2020's omnibus bill. Our leaders have a responsibility to advance realistic solutions to climate change. The solutions I’ve introduced are important steps toward reducing global carbon emissions while also supporting the energy industries so many Americans rely on for their livelihoods and to meet their daily needs.
