Congresswoman Waters Announces Stephanie Y. Moore as New Chief of Staff

WASHINGTON, DC – Today, Congresswoman Maxine Waters (CA-43) is pleased to announce the appointment of Stephanie Y. Moore as her new Chief of Staff.  Stephanie brings a wealth of experience, a deep commitment to public service, and a tireless work ethic to her new role.  She has worked in all three branches of the federal government, practiced law and was an educator. Stephanie started her legal career as senior clerk to the late Judge A. Leon Higginbotham, Jr., on the Third Circuit Court of Appeals. She held senior counsel positions in the Clinton Administration and worked in various leadership roles for over a decade on Capitol Hill. 

Stephanie practiced public interest law with the Center for Constitutional Rights for several years and supervised law students in clinical programs at Rutgers University and the David A. Clarke School of Law in Washington, DC. Notably, she successfully challenged the impeachment conviction and removal from the federal bench of the late Alcee L. Hastings paving the way for his decades of service in Congress. As General Counsel to the US Commission on Civil Rights, Stephanie led a team of lawyers and professionals in investigating racial and ethnic inequality in American cities, including Los Angeles, where the study focused on discrimination against language minorities and police brutality in communities of color. She also taught constitutional law and federal procedure courses at area law schools, including Howard University, and lectured undergraduates at the University of Pennsylvania on law and social policy.

“Stephanie’s extensive experience and commitment to our shared values make her an excellent choice as my chief of staff,” said Congresswoman Waters.  “I am confident that she will bring fresh perspectives, strategic thinking, and exceptional leadership to our office as we continue to pursue equity and justice for my constituents and indeed, the nation.”

A veteran Hill staffer, Stephanie held high level counsel positions on the Judiciary Committee and the Committee on Education and Labor.  She played a major role in the enactment of legislation covering diverse areas such as the reauthorization of the Voting Right Act of 2006, the America Invents Act of 2011 which overhauled the nation’s patent laws, and the College Cost Reduction and Access Act. Most recently, Stephanie employed her legislative skills at tech giant Cisco Systems, Inc., where she managed the company’s patent policy and social justice agenda and provided substantial support on other company priorities. During her tenure with Cisco, she was elected co-chair of the federal public policy committee for trade association TechNet for two consecutive terms, invited to serve on the advisory council of Business for America and was named a top lobbyist by the nonprofit organization, Lawyers of Color.   

In her new role of chief of staff, Stephanie will oversee the day-to-day operations of Congresswoman Waters’ office. “I am honored and humbled to have been selected to serve in this role by the congressional titan and national icon Congresswoman Maxine Waters,” said Ms. Moore. “I look forward to working alongside her to advocate for meaningful change on behalf of her constituents and the country.”

Stephanie holds a Bachelor of Arts degree in Government form Oberlin College, where she graduated with high honors, and a J.D. degree from Harvard University Law School where she earned admission to the prestigious Harvard Law Review.
