Rep. Manning Secures $19.7 Million Slated for NC-06

The House of Representatives passed an appropriations funding package which included nine projects for North Carolina's Sixth District.

These projects include funding for the following: 

  • Pleasant Garden Fire Department to establish a Real Time UTV Response
  • Nussbaum Center for Entrepreneurship for the Steelhouse Center for Urban Manufacturing and Innovation
  • City of High Point to develop a commercial shared kitchen 
  • Town of Kernersville for Beeson Creek Stream Restoration
  • City of Winston-Salem for Runnymede Water Infrastructure Improvements
  • City of High Point for Small-Scale Manufacturing for Equitable Opportunity project
  • City of Greensboro for the Elm-Eugene Street Gateway Complete Streets project 
  • Second Harvest Food Bank of Northwest North Carolina for Accelerating Food Assistance and Job Training for 6th District Residents
  • Hayes-Taylor Memorial YMCA Childcare Expansion

CHIPS and Science Act Passes U.S. Congress

Congresswoman Manning voted for the CHIPS and Science Act, a powerful bipartisan bill to lower costs for American families, increase American-made semiconductor production, promote economic independence, strengthen supply chains, and boost research to ensure economic and national security.

By ramping up production of American-made semiconductor chips, almost every facet of the American economy will be improved, not only from the increase in good-paying jobs but also the shoring up of supply chains that caused bottlenecks in various industries. 

The CHIPS and Science Act:

  • Lowers costs for American consumers: increases production of critical semiconductor components in America, helping to end the shortage of chips that drove up the price of everything from cars to consumer goods.
  • Creates 100,000 good-paying jobs: creates strong, good-paying jobs building high-tech manufacturing facilities across the country.
  • Ends dependence on foreign manufacturers: mitigates the threat of foreign adversaries by moving semiconductor manufacturing back to America and off foreign soil.
  • Turbocharges American research and development: empowers basic research and next-generation technologies and ensures that the technologies of the future are generated in America.
  • Expands innovative workforce: broadens the pool of brainpower and talent, encourages diversity in the STEM workforce, and advances regional technology hubs to ensure communities across the country can participate in research and development.

The CHIPS and Science Act passed the House of Representatives and now goes to President Biden so that he can sign it into law. 

American Rescue Plan Improves Water Quality in NC-06

In North Carolina's Sixth District, $1.6 million from the American Rescue Plan is being used to deliver clean water and improve water systems.

Congresswoman Manning is proud to see funds from the American Rescue Plan, which Democrats passed last year, working for North Carolina's Sixth District. 

Rep. Manning Secures Funding Slated for Veterans, Affordable Housing, Taxpayer Advocate Services

The House passed a FY2023 Appropriations funding bill, with three of Rep. Manning's amendments included.

Congresswoman Manning's amendments slate $3 million in funding to support veterans’ health care, boost the Taxpayer Advocate Service, and conduct affordable housing research. This passed the House of Representatives and is awaiting a vote in the Senate.

Legislative Updates 

Congresswoman Manning's Bill, the Right to Contraception Act,  Passes the U.S. House of Representatives

On July 14, 2022, Congresswoman Manning introduced the Right to Contraception Act, legislation that codifies the right to access birth control into federal law. 

On July 22, 2022, the Right to Contraception Act passed the House of Representatives with the support of 150 cosponsors. Eight Republicans voted in favor, although none from North Carolina.

Securing National Security and Supporting Servicemembers 

Congresswoman Manning voted for H.R. 7900, the National Defense Authorization Act (NDAA) for Fiscal Year 2023, which passed with broad bipartisan support. This legislation takes action to support America’s servicemembers and their families and strengthen U.S. national security. 

Congresswoman Manning authored seven of the bill’s amendments, including amendments to help bolster HBCUs, combat global antisemitism, and support clean battery manufacturing jobs.

“Today’s House passage of the NDAA is an important step to bolstering our national security through supporting our servicemembers and ensuring that we have the necessary technology to combat any foreign threats,” said Congresswoman Manning. “The bill provides historic funding for research activities at Historically Black Colleges and Universities (HBCUs), such as North Carolina A&T State University, increases research funding, and supports well-earned pay raises for servicemembers. In Congress, I’m committed to keeping Americans safe, supporting our servicemembers in uniform, and strengthening our national security.” 

Supporting Veterans 

Congresswoman Manning voted to pass S. 3373, the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act of 2022, to treat toxic exposure as a cost of war by addressing the full range of issues impacting veterans exposed to toxins, including access to earned benefits through the Department of Veterans Affairs. 

The Honoring Our PACT Act included the Justice for Camp Lejeune Act, a bill to deliver justice to veterans exposed to contaminated water at the North Carolina military base.

“Exposure to toxins, including burn pit exposure and contaminated water at military bases, is a cost of war. It’s past time we treat it as such,” said Congresswoman Kathy Manning. “Veterans exposed to toxins experience serious health conditions but lack access to health care through the Department of Veterans Affairs. Today, I voted for the Honoring Our PACT Act so millions of toxic-exposed veterans can finally get the care they need and benefits they earned in service to our country.”

The Honoring Our PACT Act passed the U.S. House of Representatives. Senate Republicans blocked final passage of the bill. 

Securing Global Telecommunications

Congresswoman Manning introduced the Securing Global Telecommunications Act.

The Securing Global Telecommunications Act, H.R. 8503, is a bipartisan bill to promote the use of secure telecommunications worldwide, and to ensure that the United States will continue to set global standards for critical components used in telecom technology. 

The bill would help to ensure that the United States remains a leader in strategic technology industries, combat the threat of China’s intention to control global telecommunications, and support the competitiveness of the United States in next-generation information and communication technologies.

Protecting the Right to Marriage 

Congresswoman Manning voted to pass the Respect for Marriage Act, legislation to ensure that marriage equality remains the law of the land.

Supporting First Responders 

Congresswoman Manning cosponsored and voted in favor of the First Responder Fair RETIRE Act.

The First Responder Fair Retire Act is a bill to permit federal law enforcement officers and other first responders who are injured in the line of duty before their retirement age to receive their full benefits.

Education and Labor Committee 

Healthy Meals, Healthy Kids Act 

Two of Congresswoman Manning's bills, the Improving Mental Health and Wellness in Schools Act and the Supporting Healthy Mothers and Infants Act are now included in the Healthy Meals, Healthy Kids Act, the reauthorization of the federal child nutrition program.

The Improving Mental Health and Wellness in Schools Act will integrate mental health promotion and education, including awareness of eating disorders, within existing local school wellness policies. The Supporting Healthy Mothers and Infants Act will improve the WIC (Women, Infants, and Children) program to better respond to the devastating effect the opioid epidemic has had on women and newborn infants.

Foreign Affairs Committee 

Foreign Affairs Congressional Trip to South Korea

As a member of the House Foreign Affairs Committee and member of the Asia, Pacific, Central Asia, Nonproliferation Subcommittee, Congresswoman Manning traveled with a bipartisan group colleagues to South Korea, a country that is a critically important ally and economic and security partner, to participate in the Congressional Study Group on Korea, as no cost to the American taxpayer.

The United States has more than 28,500 troops stationed in South Korea and Congresswoman Manning was particularly delighted to meet with a medic from North Carolina during her trip.

Congresswoman Manning visited Camp Humphreys and met General Paul J. LaCamera, Commander of United Nations Command, Combined Forces Command, and the United States Forces Korea.

On her visit to United States Forces Korea, Congresswoman Manning thanked servicemembers stationed overseas for their service and work, strengthening our key alliance with South Korea, protecting our security, and maintaining stability in a vital region.


Celebrating North Carolina's Economy

This month, CNBC named North Carolina the top state in the country for business, with the nation's strongest economy.

GuilfordWorks Ribbon Cutting 
Congresswoman Manning participated in the ribbon cutting for GuilfordWorks’ new Emerging Workforce Center. Congresswoman Manning is pleased to have GuilfordWorks serving as a workforce development resource in the community. As economic opportunities in North Carolina's Sixth District rapidly expand, it is crucial to have a skilled workforce ready to take on new jobs in Guilford County.

Congresswoman Manning spoke at Camp Spark, a program to teach, uplift, and inspire young women interested in pursuing a career in firefighting.

COVID-19 Vaccine Eligibility for Children

The CDC announced that the COVID-19 vaccine is recommended for ages 6 months to 4 years of age.

The Biden Administration launched COVID.gov, a one-stop website for all COVID-19 health needs. Visit COVID.gov to find information regarding vaccines, COVID-19 treatments, mask guidance, and testing. 


Free at-home COVID-19 Rapid Test Kits

The Biden Administration secured at-home COVID-19 test kits for those who request them. You can order your completely free, rapid tests online—and have them delivered to your home directly. The United States Postal Service will ship them in 7 to 12 days. Please note that each residential address is limited to one order per month, which contains four tests.

Vaccine Booster Shot Eligibility

The CDC has expanded the eligibility of COVID-19 vaccine booster doses to include everyone 5 years of age and older. 

Eligible for the 1st Booster Shot:

  • Everyone ages 5 years and older can get 1 booster after completing their COVID-19 vaccine primary series.


Eligible for the 2nd Booster Shot:

  • Adults ages 50 years and older
  • People ages 12 years and older who are moderately or severely immunocompromised
  • People who got 2 doses (1 primary dose and 1 booster) of Johnson & Johnson’s Janssen vaccine

Congressional App Challenge

Congresswoman Manning's office is participating in the 2022 Congressional App Challenge.

Students are encouraged to register online by September 10th, before submitting their app by November 1st. Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application for desktop/PC, web, tablet, mobile, raspberry Pi or other devices.

Taking place every fall, the Congressional App Challenge is open to all middle and high school students in Sixth Congressional District of North Carolina. Students entering the competition must submit their app to the Congressional App Challenge website at congressionalappchallenge.us by  November 1st. A panel of individuals within the academic, software and entrepreneurial fields will just the submissions.

The winning student's app will be featured on the U.S. House of Representative's websites, as well as on a display in a U.S. Capitol exhibit and on the Congressional App Challenge website. The winning student will also be honored at #HouseofCode, a celebration where they will be able to connect with other coders from around the country and exhibit their apps in front of their Representative. Additional prizes are to be announced.
